THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a PERSONNEL SECURITY SPECIALIST (TITLE 5), Position Description Number T6008000 and is part of the HI 154 WG, National Guard. LOCATION: 154th Wing (IPO), Hawaii Air National Guard, Joint Base Pearl Harbor-Hickam, Hawaii

Duties

SUMMARY OF DUTIES: The primary purpose of this position is to plan, To implement and administer the personnel security program for the wing. The employee is under the chief of information protection and ensures all personnel security standards are met for every member of the wing. The employee provides security expertise in a wide variety of security management functions required by Presidential Executive Order, Department of Defense (DoD) and Air Force (AF) Security Program instructions. Serves as the technical authority for the Wing personnel security program. Serves as the advisor to the Chief of Information Protection and Wing commanders (CC/CV) on the full spectrum of personnel security matters across the Wing and all subordinate organizations. Responsible for providing assistance to the Industrial and Information Security Specialists, as well as the Chief, Information Protection. Performs other duties as assigned. Qualifications

QUALIFICATIONS REQUIRED: If your resume does not include a narrative description of how you meet the GENERAL, SPECIALIZED experiences, and OTHER requirements, you may lose consideration for this position. Ensure that the Questionnaire is completed on Application Manager. SPECIALIZED EXPERIENCE:Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least GS-09 for the occupation in the organization. Applicants who have the 1 year of appropriate GS-09 specialized experience are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements. CONDITIONS OF EMPLOYMENT & NOTES: 1. The employee must obtain and maintain a Top Secret clearance. 2. The employee may be required to work overtime. 3. The employee is required to work other than normal duty hours, which may include evenings, weekends, and/or holidays. 4. This position has been identified as a designated position under the Air Force Drug Testing Plan. Employees of this position are subject to random drug testing. 5. Department of Defense Security Fundamentals Professional Certification and Security Asset Protection Professional Certification conferrals are required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DoD 3305.13-M, DoD Security Accreditation and Certification. 6. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG. EDUCATION REQUIREMENTS: The following education is qualifying for the GS-11 level: Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related SUBSTITUTIONS: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11.

Education

NOTES TO CANDIDATES:

a. Authorization for payment of PCS expenses will be granted only after determination is made that payment is in the best interest of the Hawaii National Guard.

b. In addition to your application, documents of last performance appraisal, past civilian performance, letter of recommendations, and or military performance may be submitted.

c. Candidates may be screened and evaluated on military attributes directly related to the compatible military position required to be assigned into, such as, but not limited to, military bearing, leadership, or ability to work with others (teamwork) in a military environment.

d. Include any volunteer work experience in your resume. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).

e. Final selection will be based upon qualifications, suitability, and available manpower resources.

f. This employer will provide the Social Security Administration (SSA) and if necessary, the Department of Homeland Security (DHS) with information from each new employee's Form I-9 to confirm work authorization.

g. Financial Suitability - It is the policy of the government not to deny employment simply because an individual has been unemployed or has had financial difficulties that have arisen through no fault of the individual. Information about an individual's employment experience will be used only to determine the person's qualifications and to assess his or her relative level of knowledge, skills, and abilities. Although an individual's personal conduct may be relevant in any employment decision, including conduct during periods of unemployment or evidence of dishonesty in handling financial matters, financial difficulty that has arisen through no fault of the individual will generally not itself be the basis of an unfavorable suitability or fitness determination.

h. Qualified candidates in the second through sixth categories will be referred in order if there are no qualified applicants in the first through fifth categories.

i. Security requirements. A technician is subject to the personnel security requirements in accordance with State and NGB Publications. In addition prior to appointment, individuals will undergo a background check to validate suitability for employment with the federal government as permitted by law. Items checked include, education and fiscal accountability/responsibility. IAW 5 CFR 302.203, the following, among others, may be included as disqualifying reasons:

- Dismissal from employment for delinquency or misconduct;
- Criminal, infamous, dishonest, immoral, or notoriously disgraceful conduct;
- Intentional false statement or deception or fraud in examination or appointment;
- Habitual use of intoxicating beverages to excess;
- Reasonable doubt as to the loyalty of the person involved to the Government of the United States;
- Any legal or other disqualification which makes the individual unfit for service;
- Lack of United States Citizenship.

j. Training/Certification requirements. All applicants for a position with designated developmental training requirements must be informed in advance that failure to complete the required certifications/course(s) will be cause for removal from the position. An example of required developmental training is proponent course(s) at the National Guard Professional Education Center. The HRO will require the applicant to submit a written statement to the effect that they understand they must either satisfactorily complete the appropriate certification/course(s) or corrective action will be taken.

k. Medical/physical requirements IAW DoDI 6055.05-M, paragraph C1.3.3.1, all Federal Wage System (FWS) and identified General Schedule (GS) selectees, prior to appointment, may meet any medical standards or physical requirements designated for the position.

l. Eligibles on this list will be given automatic consideration for position vacancies occurring during the six months period following the close of this announcement.

m. Cost of living allowances (COLA) vary from island to island. COLA is subject to change without notice.

n. This temporary limited appointment may be converted to a non-temporary appointment without further competition.

o. If you are selected for this position, you will be eligible for health and life insurance and you will be covered under a retirement system.

p. This type of appointment is expected to extend beyond one year, not to exceed 4 years. Separation will be preceded by a 30-day notice when services are no longer needed. Permanent technicians will remain on permanent status if selected.

q. Selectee informed in advance of the reasons for and conditions of this temporary promotion may return to his/her former grade when temporary action is no longer needed and may be effected at any time without adverse action procedures.

r. Temporary promotion may be extended for an additional two years, not-to-exceed four year, with National Guard Bureau approval.

s. Should the need for temporary time limitations placed on this position no longer exist, the Temporary Promotion may be converted to a permanent action without further competition.
