The Medical Administrative Assistant - Administrative Officer of the Day (AOD) is a management position, located in the Office of the Chief, Health Administration Service (HAS), whose responsibility is to represent both the Director and the Chief, HAS on all administrative matters occurring when assigned to other than a normal tour of duty.

Duties

*** Bargaining Position *** The AOD is delegated full authority and responsibility to exercise the Director's prerogative in administrative matters occurring during the tour of duty; represent and acts on behalf of the Director in (non-policy making) administrative matters; represents management in matters pertaining to the lawful retention of Veterans in the WTVAHCS; maintain continuity of functions and provides full administrative support during other than normal tours of duty to clinical and administrative facility staff; is responsible for achieving management in carrying out duties; and provides technical guidance necessary to meet procedural, legal, and administrative requirements relating to the care and treatment of patients to achieve optimum use of available resources. Authorized as certifying officer for documents pertaining to the administration of laws concerning VA. Coordinates the resolution of medical-legal problems concerning the WTVAHCS. Ensures that appropriate legal, regulatory, and policy requirements are met. Processes administrative issues surrounding beneficiary death, seriously ill cases, elopements, suicides, assaults, deaths on arrival (DOAs), homicides, code blue, missing patients, cost recovery matters and facility or community disasters etc. Assumes control of communications and notification in event of local and civil disaster in accordance with local facility disaster plan and daily reports for leadership morning report. Provides administrative authority, guidance, and advice to all clinical staff concerning administrative matters necessary for operation. Promotes harmonious working relationship among, patients, public and staff. Directly intervenes when problems regarding patient activity occurs, advising clinical staff of appropriate administrative action. Functions as a Patient Representative ombudsman during tour of duty. Coordinates patient referrals and transfers to and from the facility. Ability to cope with wide variety of problems and to resolve them quickly and decisively. Develops plans and carries out work, and establishes deadlines for assigned projects or program implementation. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/03/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. GS-7 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include: Knowledge of medical and technical terminology, and computer systems; working knowledge of applicable public laws, policy and regulations, station directives, legal decisions, and state laws dealing with care and treatment of Veterans and beneficiaries (admissions, discharges, scheduling, inpatient and outpatient policy, fee services, domiciliary care, sharing agreements, legal detentions, beneficiary travel, insurance capture buffer (ICB), patient funds and valuables, death details procedures and burial benefits, Compensation and Pension activities, medical and dental benefits, procedures, eligibility, and related matters); knowledge of medical and administrative records systems of Privacy Act and Freedom of Information Act as they relate to release of information on patients; Ability to interpret and explain VA policies to house staff, patients, employees and others; and, ability to complete assigned projects, studies, narrative and statistical reports, reviews in a thorough, accurate, and timely manner. There is no educational substitution at this grade level. You will be rated on the following Competencies for this position: Flexibility Planning and Evaluating Reasoning Self-Management Team Building Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work requires much walking through the medical center with occasionally the requirement to lift objects such as a suitcase, clothing or medical charts. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
