Duties

The incumbent serves as the Chief Operating Officer (COO) and directs complex administrative, technical, and professional services, directly affecting a large, complex multi-mission organization. The incumbent's work efforts directly affect administration management (to include, budgeting, accounting, facilities management, security, contracting, procurement, and acquisition); information technology; human resources; training and development; and other mission support services and activities. The COO provides for the control, coordination, and continuity of enterprise programs and operations by accomplishing the necessary interface with DHS headquarters, and by working with key senior leaders across DHS and CISA in developing plans for programs and services. In this capacity, the incumbent leads the organization in accomplishing the following: Confers with the CISA Director and Deputy Director, key senior leaders, and other stakeholders regarding problem areas or projected major changes in enterprise mission support services and programs. Recommends policy, organization, and operational procedures regarding management of CISA. Reviews matters of significance to ensure that procedures are in accord with the policies and plans. Establishes new and innovative means for improving the stewardship of all CISA resources, including appropriated funds and personnel to ensure the effective use of same in accordance with the Government Performance and Results Act, the Anti-Deficiency Act, other applicable statutory and regulatory requirements, and DHS directives and policies. Initiates innovative management practices and cost-saving measures to include integration, process improvement, and standardization; and data-based cost and quality controls. Provides guidance to other senior executives and key stakeholders across CISA in determining priorities to ensure the expeditious accomplishment of mission operations. Coordinates efforts where correlation of intra-enterprise functions and problems are involved. Establishes and maintains an Enterprise Services knowledge management system concerning the following: administration management (to include, budgeting, accounting, facilities management contracting, procurement, and acquisition); information technology; human resources; and training and development. Ensures the transparency of managerial- and executive-level decision-making and promotes a unitary approach to codifying decisions that support unity-of effort in the Enterprise Services. Ensures an appropriate context for applying historic and contemporary decisions to current work, goals, and objectives. Establishes and maintains working relationships with DHS headquarters for purposes of resolving conflicts and assuring optimum control and coordination of programs and operations of high priority or special emphasis. Assists in developing the long-range objectives for CISA in terms of assigned and projected missions pertaining to facilities, systems, controls, and management requirements of an unusual nature. Exercises broad direction on general program matters and provides general operating policies to the Executive Assistant Directors and Assistant Directors, and other senior leaders within CISA. Through subordinate staff and other senior executives, and Mission Enabling Office Chiefs, provides leadership and direction for the CISA enterprise workforce by exercising final authority for a full range of personnel actions. Approves strategic and operational plans, policies, programs, and procedures. Performs other duties as assigned.

As a basic requirement for entry into the Senior Executive Service, applicants must provide detailed evidence of possession of each of the Executive Core and Technical Qualifications listed below in a supplemental statement to assist reviewing officials in determining the best qualified candidates to be referred to the selecting official. Qualification and experience determinations will be based only on the information you submit. The application process used to recruit for this position is theTraditional-Method, Therefore, applicants must provide separate narrative responses, not to exceed two (2) pages for each of the Executive Core Qualifications (ECQs) and no more than one (1) page for each of the Mandatory Technical Qualifications (MTQs). Executive Core Qualifications: Applicants must submit a written narrative fully addressing each ECQ, not to exceed two (2) pages per ECQ for a total of no more than 10 pages. Current or former career SES members, or OPM SES Candidate Development Program (CDP) graduates are not required to address the ECQs. You will be evaluated on the following Executive Core Qualifications: ECQ 1 - LEADING CHANGE: You must have demonstrated an ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. ECQ 5 - BUILDING COALITIONS: This ECQ involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Leadership Competencies: Partnering, Political Savvy, Influencing/Negotiating. FUNDAMENTAL COMPETENCIES: The following competencies are the foundation for success in each of the Executive Core Qualifications: Interpersonal Skills, Oral Communication, Integrity/Honesty, Written Communication, Continual Learning, Public Service Motivation. Challenge Context Action Result Model - For each of the five ECQs, provide two examples of your qualifications using the four C-C-A-R elements. Challenge. Describe a specific problem or goal. Context. Talk about the individuals and groups you worked with, and/or the environment in which you worked, to tackle a particular challenge (e.g., clients, co-workers, members of Congress, shrinking budget, low morale). Action. Discuss the specific actions you took to address a challenge. Result. Give specific examples of the results of your actions. These accomplishments demonstrate the quality and effectiveness of your leadership skills. Additional information on the Executive Core Qualifications is available at Senior Executive Service Executive Core Qualifications Mandatory Technical Qualifications (MTQs): All applicants must submit a written narrative fully addressing each MTQ separately, not-to-exceed one (1) page per MTQ. You will be evaluated on the following Technical Qualifications: MTQ 1: Experience managing and directing personnel for a large, complex organization while balancing change and continuity, improving customer service, increasing program performance, and ensuring accountability. MTQ 2: Expert skill in project and/or program management, and ability to exercise executive managerial authority to set long range goals and objectives, translate objectives into specific projects, determine program emphasis, plan for long-range staffing, budgeting, and organizational needs, manage organizational changes, and decide on the full range of personnel actions affecting assigned staff. MTQ 3: Ability to manage and direct a staff while incorporating program and policy initiatives pertaining to mission support programs (i.e., financial management, human resources, acquisition, information technology, training, and development, etc.).Mandatory Technical Qualifications (MTQs): Veteran's preference does not apply to the SES. Probationary period: You will serve a one-year probationary period unless you previously completed the probationary period in the SES. FAILURE TO MEET OR FULLY ADDRESS EACH MANDATORY EXECUTIVE CORE AND TECHNICAL QUALIFICATIONS WILL ELIMINATE A CANDIDATE FROM FURTHER CONSIDERATION. Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
