This position is located within the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), in Salt Lake City, Executive Office. The incumbent will serve as the Staff Assistant.
Duties
The Program Specialist serves as the principle office assistant, performing various administrative
and clerical duties in support of the PENTAD Executive teams.
Subject position serves as the Action Item Manager; delegating work and ensuring timeliness and accuracy of action items
supporting the Medical Center's Executive Staff. The incumbent is required to interact with medical
center senior management, VA Central Office (VACO) officials, and other Veterans Integrated
Service Network (VISN) personnel to keep abreast of substantive hospital management issues and
needs within the VISN, determining relative priorities and monitoring performance.
Administrative work involves the exercise of analytical ability, judgment, discretion, and personal
responsibility, and the application of a substantial body of knowledge of principles, concepts, and
practices applicable to one or more fields of administration or management. While these positions do
not require specialized education, they do involve the type of skills (analytical, research, writing,
judgment) typically gained through a college level education, or through progressively responsible
experience.
The incumbent plans, develops, and organizes a wide variety of meetings and conferences in
support of hospital and VISN policies and programs on behalf of all Executive Leaders. Maintains
close contact with the facility Executive Leadership and Service Chiefs, communicating changes and
new policies with the Office of the Executive.
Provides administrative assistance for the Medical Center Director, Assistant Director, Chief of Staff
and Nurse Executive. Serves as Purchase Card and Fund Control Liaison for the Director's office
and EEO Manager by preparing and managing procurement requests, preparing, and reviewing
purchase orders and certifying invoices in the On-line Certification System.
Prepares monthly agendas, minutes, member lists and reporting schedules for the Medical Center
Executive Board, Healthcare Delivery Board, Healthcare Operations Board and Director's Staff
meetings. Receives incoming correspondence, screens material, and establishes follow up for
supervisors.
Creating and managing controlled correspondence and other time-sensitive matters assigned to the
executive office using VA's and VHASLCHCS's official correspondence systems.
Serves as Records Liaison for the PENTAD and is responsible to the Records Management
Coordinator for full implementation of the records management program within their respective
program/service and product lines.
Incumbent is an authorized user of the Government Purchase Card. As an authorized user of this
card the incumbent is responsible for meeting the standards for documentation reconciliation of the
purchase cards as set forth by VA Handbook 1730.1, Use and management of Government
Purchase Card, dated August 27, 2008.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/03/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
The incumbent has a thorough and knowledgeable foundation for the administrative organization and operation of the health care system, the VISN and VACO in order to enable the incumbent to recommend changes in administrative policies, devise and install procedures and office practice subordinate organizations and foresee administrative problems and requirements.
Knowledge of the office automation systems including all types of Microsoft software products, Vista, Computerized Patient Record Systems, VATAS, and other programs necessary to smoothly run the Executive's office.
Knowledge of effective principles of communication and the ability to effectively communicate orally and in writing, with people from a variety of backgrounds with varying levels of understanding.
Knowledge of correspondence requirements to check for proper grammar, spelling and punctuation, and to review documents for conformance with formats and procedural requirements in final form ready for signature.
Ability to analyze data collected, distributed, or maintained by the PENTAD.
The incumbent must have the ability to maintain secure information that is relayed or learned within the office.
OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree
OR Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a Bachelors Degree.
