If selected, you will serve as a senior adviser in the Office of Crypto Assets in the Disclosure Review Program (DRP) within the Division of Corporation Finance (CF), where you will be responsible for a broad range of assignments with a specific focus on Crypto Assets. This position is located in Washington DC.

Duties

The Disclosure Review Program (DRP) selectively reviews filings made under the Securities Act of 1933 and the Securities Exchange Act of 1934 to monitor and enhance compliance with the applicable disclosure and accounting requirements. The Division assigns filings by companies in a particular industry office and conducts its primary review responsibilities through these offices, whose staff members have specialized industry, legal and accounting disclosure review expertise. Typical Duties Include: Serving as a senior adviser and subject matter expert on accounting and disclosure issues related to distributed ledger technology and blockchains, crypto asset mining and staking,, crypto assets, including tokens, stablecoins, and cryptocurrencies, products providing exposure to crypto assets and other crypto asset registrants, including trading, lending and other financing platforms. Providing expert advice and guidance to Division senior leadership and staff on matters involving the registration, disclosure, accounting, and reporting requirements that apply to crypto assets and crypto asset registrants. Performing independent reviews, as assigned, of disclosure documents related to crypto assets, providing disclosure review expertise and support with respect to high-profile transactions and/or complex filings, and recommending innovative courses of action for novel issues; identifying emerging trends, suggesting innovative initiatives, and participating in ongoing initiatives. Conducting research and analysis on industry practices, developments and innovations relevant to crypto assets and distributed ledger technology, as assigned by the Office Chief. Analyzing and interpreting new legislation, regulations, and policy positions, and briefing Division senior leadership on accounting disclosure matters coordinating and leading special projects. Representing CF in meetings with internal stakeholders concerning crypto assets, providing oral presentations, and fostering collaboration, open communication, knowledge sharing and a common understanding with agency stakeholders on crypto assets as they relate to the federal securities laws.

Qualifications

All qualification requirements must be met by the closing date of this announcement. Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. BASIC REQUIREMENT: Applicant must have one of the following: Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR Combination of education and experience -- at least four (4) years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must include ONE of the following: 24 semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 semester hours of business law; A certificate as Certified Public Accountant or Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial coursework in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24 semester hours requirement in paragraph A, provided that (a) the applicant has successfully worked at the full performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the four-year course of study described in paragraph A; and (c) except for literal non-conformance to the requirement for 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. MINIMUM QUALIFICATION REQUIREMENT: In addition to meeting the basic requirement, applicants must also meet the minimum qualification requirement. SK-16: Applicant must have at least one year of specialized experience equivalent to the GS/SK-14 level that includes the following: 1) independently reviewing or auditing financial statements included in public company SEC filings; and 2) providing advice regarding the application of accounting and financial reporting requirements related to the Securities Act of 1933, the Securities Exchange Act of 1934, Securities and Exchange Commission rules, U.S. GAAP, International Financial Reporting Standards as issued by the International Accounting Standards Board, and other interpretative regulatory documents; and 3) recommending the resolution of accounting and/or financial reporting issue. Applicant must also have demonstrated experience with crypto assets or distributed ledger technology, including platforms, protocols, investment products or other business models that involve or provide exposure to crypto assets (i.e., tokens, stablecoins, cryptocurrencies, etc.).
