The primary purpose of this position is to provide technical and administrative support to inspect and prepare cargo for air shipment as well as required documentation, labeling, and packaging and provide technical and administrative support for movement of passengers on military aircraft.
Duties
Inspect and Prepare Cargo for Air Movement. Performs Air Transportation tasks following plans, regulatory guidance, policies, and procedures when determining air worthiness of cargo.
Prepare Personnel for Military Air Movement. Performs Air Transportation tasks following plans, regulatory guidance, policies, and procedures when preparing personnel for military air movement, including manifesting.
Participate in Contingency Planning Activities. Follows deployment procedures and objectives for all Air missions.
Train Installation Customers on Processes, Procedures, and Systems Related to Military Air Movement.

- Shift work may be required. The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
- This is a drug testing designated position. The incumbent is subject to random testing for drug use.
- A physical exam will be required. Physical effort is moderate to heavy. Lifts and carries objects weighing up to 50 pounds and heavier objects with assistance.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- Must be able to obtain and maintain a Secret security clearance.
- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes knowledge of an extensive body of transportation regulations that relate to the movement of a wide range of specialized shipments and personnel. Knowledge of extensive and diverse regulations governing a wide variety of types of passenger travel to make arrangements, provide advice, or perform other work that requires authoritative procedural knowledge of various different travel policies or laws. Knowledge of automated transportation systems associated with the various transportation functions for tracking the movement of government property and personnel, checklists, schedule, metrics and procedures for clerical operations. Knowledge of federal, state, and local safety and traffic rules and regulations for operating vehicles. Must be familiar with the operator manual for assigned vehicles. Must recognize developing maintenance problems when conducting operator inspections; awareness of the height, weight, width, and length of the vehicles in order to judge overhead and side clearance, the turning radius, braking distance, and safe distance to be maintained from other vehicles. Knowledge of weapons/ammunitions for the purpose of performing armed escort duties and ensuring proper packaging/crating of munitions to be loaded on/off aircraft
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of transportation regulations that relate to the movement of a wide range of specialized shipments and passenger movement.
Knowledge of safety and security regulations, practices, and procedures as they relate to transportation of cargo /passengers.
Skill in operating one or more gasoline, diesel, or electric powered wheeled vehicles, such as platform trucks, van trucks, stake trucks, dump trucks, passenger vans, shuttle buses, and cargo vans.
Skill in operating one or more electric, LPG, or dieselpowered forklifts which are capable of lifting loads weighing less than 10,000 pounds. Skill in weapon control, and safe handling procedures. Incumbent must be qualified in the use of required weapons.
Ability to interpret government policies, regulations, directives, and instructions, specifications, related to motor vehicle, forklift, and power takeoff unit operation and preventive maintenance.
Ability to communicate effectively and professionally both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
