This position is located in the Department of Congressional and Public Affairs (CPA), Millennium Challenge Corporation (MCC). Although the position is advertised equivalent to GS-13/14, MCC uses a pay banded system to compensate employees. This position is pay band 4a/3b which is generally equal to GS-13/14.

Duties

You will supervise a diverse staff, overseeing and implementing strategies for MCC communications. Typical work assignments include but are not limited to: Managing the international communications team and workstream, including establishing, maintaining, and evaluating portfolio wide policies and procedures. Providing guidance, input and coordinating the international communications workstream responsibilities to produce program messaging and contributing to high-quality communications products for external audiences. Advancing MCC's and CPA's priority to implement effective storytelling through means such as success stories, fact sheets, digital content, videos, newsletters and other materials. Managing and overseeing the design, production, editing, scheduling, and distribution of products. Creating and/or overseeing the development of communications and outreach plans for senior level trips, coordinating with relevant colleagues at headquarters and in the field to develop and implement thorough, effective and strategic communications plans. Providing staffing support for senior staff domestic and international travel. Creating communications and outreach plans for Board meetings, closeout campaigns, and agency priority campaigns as needed. Supporting the Managing Director for Public Affairs with team oversight, strategic planning, and day to day duties as needed. Contributing to the strategic direction of and use of resources for the Communications team. Performing administrative and human resource management functions relative to the staff supervised. Ensuring a continuing affirmative application of MCC policies concerning equal opportunity. Performing related duties as assigned.

Requirements

  • Must be able to obtain and maintain a federal security clearance
  • Relocation expenses will not be paid

Qualifications

To qualify for pay band 4a applicants must meet the following: Have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 4b (GS-12) or an equivalent level which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, this experience is defined as: implementing and coordinating communications functions including branding, press, outreach, digital engagement, strategic partnerships, budgets, etc; experience managing and overseeing the design, production, editing, scheduling, and distribution of products such as success stories, fact sheets, digital content, videos, newsletters and other materials; creating or overseeing the development of communications and outreach plans; and writing and editing a variety of articles, news releases, speeches, etc. Note: This experience MUST be well documented within your resume or application. To qualify for pay band 3b applicants must meet the following: Have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 4a (GS-13) or an equivalent level which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, this experience is defined as: leading or directing strategic communications functions including branding, press, outreach, digital engagement, strategic partnerships, budgets, etc; experience managing and overseeing the design, production, editing, scheduling, and distribution of products such as success stories, fact sheets, digital content, videos, newsletters and other materials; creating or overseeing the development of communications and outreach plans; and writing and editing a variety of articles, news releases, speeches, etc. Note: This experience MUST be well documented within your resume or application. Highly Desirable: Experience in an international development organization, international development agency or a corporate social responsibility division of an organization. Highly Desirable: Knowledge of global development and an understanding of the global development landscape, including the diplomatic, think tank and NGO communities. PART-TIME OR UNPAID EXPERIENCE: Credit may be given for appropriate unpaid and or part-time work.
