The primary purpose of this position is to performs under the general supervision of Superintendent, Religious Affairs. The Religious Education Specialist (RES) is responsible for a comprehensive Religious Education and Youth Ministry Program for Joint Base Elmendorf-Richardson (JBER). The Plans and Programs Branch Chief and Senior Joint Base Chaplain (cont'd in duties)

Duties

(cont'd from Summary) provides oversight overall vision and identify broad areas of focus. The Supervisor and the Employee in consultation develop the deadlines and the work to be done. The Employee exercises initiative and judgement in planning and implementing faith group religious education and youth programs. Work is evaluated on the basis of consistency with sound education philosophy, fulfillment of program objectives, soundness of recommendation and achievement of effective solutions to problems. Responsible for a comprehensive religious education program for children, youth, adults, for sacramental preparation for persons of all ages, responsible for a well-balanced youth ministry program that includes education, worship, outreach, and social activities. Ensures that authorized military personnel, reservists, civilians, and family members are afforded the free exercise of their religious beliefs. Serves as focal point for implementation of religious education and youth ministry. Implements action necessary to affect comprehensive religious education and youth ministry program for authorized military members, civilians, and their family members. Recruits and trains volunteer workers to promote effective mission accomplishment for all phases of the religious education and youth ministry program. Advises the 673d Air Base Wing Senior Joint Base Chaplain, Joint Base Deputy Chaplain, and senior faith group Chaplain on religious education and youth ministry programs. Provides input to senior faith group Chaplain and Funds Manager for annual and monthly budget for religious education materials and support activities.

  • Bachelor's Degree in religious education is highly desired or 3 years full-time paid religious education experience
  • Persons assisting Chaplains, including Religious Affairs Airmen/Specialists and Chapel office staff, are bound by the same constraints of confidence and privileged communication as are Chaplains
  • This position has been identified as having "regular contact with children." IAW Public Law 101-647 Section 231, a State Criminal History Repository (SCHR) check will be completed on any person selected for this position
  • TDY and travel on commercial or military aircraft may be required
  • Work schedule may require other than normal duty hours for planning, training, activities over lunch, as well as Saturday and Sunday religious service related activities

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1701, General Education and Training Series. Basic Requirement for GS-1701 Religious Education Specialist Positions: A Bachelor's degree (or higher degree) that included or was supplemented by major study in education or in a subject-matter field appropriate to the position. NOTE: You must submit copies of your transcripts. OR Combination of education and experience -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. NOTE: You must submit copies of your transcripts. AND Specialized Experience: One year of specialized experience at the GS-07 grade level in the Federal service which includes knowledge in theology, education, social science: and skill in developing curriculum, volunteer management, instruction and general administration. Knowledge of and ability to apply the knowledge, principles, methods and regulations for the operation of a religious education program. OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit copies of your transcripts. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit copies of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge in theology, education, social science, and skill in developing curriculum, volunteer management, instruction and general administration. 2. Ability to apply the knowledge, principles, methods, and regulations for operation of the religious education program. 3. Ability to recruit volunteers for all phases of the program and provide appropriate training as required. 4. Ability to communicate effectively, both orally and in writing, to gain cooperation form others through tact, courtesy, and diplomacy. 5. Ability to access or locate information through the use of a personal computer and software programs. 6. Basic ability to carry out financial responsibilities as instructed. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
