The Technical Career Field (TCF) is a national workforce development program within VHA that was designed to replenish technical staff in critically identified positions.
The Integrity and Compliance Officer (ICO) TCF Trainee assists in the planning, development, and implementation of compliance initiatives within the Medical Center and Community Based Outpatient Centers (CBOC)s.
Duties
The TCF career fields represent those technical fields where VA-specific knowledge and experience is desirable for success in the field. Individuals selected follow a formal training plan for two years during which they are trained, coached, and supervised by a preceptor. Preceptors are selected annually, through an extensive application process, for their technical expertise, their commitment to training and the suitability of their facility as a training location. *Selectees will be required to sign Mobility, Training, and Continued Service Agreements.
This is a developmental position leading to a GS-11, performing assignments intended to broaden skills and provide practical experience leading to progressively more complex assignments performed under progressively less supervision. The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Major duties include but are not limited to:
Knowledge of policies and procedures and governance structure related to compliance.
Participates and assists in the governance of the Compliance Committee through agenda development, meeting minutes, and routine reporting.
Collaborates with colleagues on the development of compliance policies and procedures based on directives and regulations.
Implement an industry standard training and education compliance program.
Develops and delivers compliance-related training for the workforce.
Ensures delivery of general awareness training to its employees and new hires and tracks completion rates for employee training.
Implement an effective auditing and monitoring compliance program.
Applies generally accepted government audit standard protocols guidance to each audit and monitoring program and collaborates with business process owners to develop an effective auditing and monitoring program.
Identifies and implements internal auditing and monitoring controls in business operations relevant to their agency.
Uses available auditing and monitoring tools to address internal controls and discrepancies and prepares relevant audit reports, track results of the audit and addresses deficiencies within the organization's business process owners.
Investigate, respond, implement, and enforce measures to prevent suspected compliance failures.
Collaborates with relevant stakeholders (e.g., Human Resources (HR), Contracting) on federal healthcare program exclusion investigations with support.
Responds to Helpline referrals/ inquiries and conducts investigations with support.
Serve as the Subject Matter Expertise on the compliance risk management process.
Uses risks management terminology, definitions and methodology that have been developed according to industry standards.
Familiar with internal and external literature related to Enterprise Risk Management and leverages OIG Work Plan and other government agency audit reports to inform risk identification and assessment.
Conducts the annual Risk Assessment with support, documents outcomes of the risk management process within the organization with support, and identifies and responds to emerging compliance risks with support.
Work schedule: Monday through Friday, 7:30am - 4:00pm

Qualifications

Basic Requirement
This position has a basic requirement. You must possess either of the below basic requirements:
Degree: You must possess either a bachelor's or master's degree in hospital administration, public health administration, or related fields such as business or public
administration with course work in health care administration. OR;
Specialized Experience: Possess at least one year of experience that provided me with progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
GS-09
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, GS-07, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of military history, Knowledge of the history of the American West, ability to independently conduct research projects, studying cultural resources for the purpose of determining their nature and extent and assessing their condition, significance, and integrity, knowledge of pertinent laws, regulations, policies, and precedents that affect the history program and related support resources in the area studied. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree in hospital administration, public health administration, or related fields such as business or public. OR, possess 2 full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related.

You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: There are no unusual physical demands. The work is performed in an office setting. Travel to the VISN and various trainee and external meetings or training is required.
