The Program Manager for Suicide Prevention is assigned to the Behavioral Health Service Line within VA Eastern Kansas Healthcare System (EKHCS), which consists of 2 campuses and multiple CBOCs. The Suicide Prevention Program Manager provides program oversight, monitoring and administration of all Suicide Prevention activities for EKHCS and supervises all Suicide Prevention staff, across multiple disciplines.

Duties

The Program Manager has a major role in implementing facility programs focusing on Suicide Prevention. Major duties include but are not limited to: Directing the operations, including allocation of resources of personnel, space and equipment for the Suicide Prevention program at EKHCS. Improving operations and by working within the framework of Human Resource Management Service and the other stakeholders for recruitment actions. Periodically reviews communication and paper flow systems, assessing the need for revised systems or new equipment. Supporting the agency's EEO/Affirmative Action Programs, is knowledgeable in this area and assures that the Suicide Prevention program carries out the full intent of the program. Adhering to EKHCS and VA policies and procedures concerning work related injuries and illnesses, assures that working conditions and work practices within the work site are such that the possibility of on-the-job injury is minimized. Supporting and assisting in instructing and training staff in safe working practices, occupation health, emergency preparedness and fire protection programs by application of approved standards, regulations, practices and methods. Developing effective and strong relationships with community resources to ensure continuity of care and to promote successful transitions of services. Having advanced skills in community partnership building and is able to expertly represent EKHCS and Suicide Prevention. Ensuring that the Suicide Prevention program is compliant with all regulations, policies, and procedures relevant to the population served and monitors medical center performance related to population served. Developing and maintaining treatment and documentation standards that meet the expectations and requirements of Joint Commission accreditation. Performing additional and special assignments that are related to program goals, and the needs of the Suicide Prevention program and clients. Identifying high-risk patients and provides crisis intervention services. Preparing and maintaining administrative records, data bases, and reports in accordance with VACO and local guidelines Work Schedule: Monday-Friday 8:00am-4:30pm Telework: Available Virtual: This is not a virtual position. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Hold a master's or doctoral degree in: Clinical Mental Health Counseling; Clinical Rehabilitation Counseling; Clinical Mental Health Counseling and Clinical Rehabilitation Counseling; or a related field, from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP). Examples of related mental health counseling field include, but are not limited to, Addiction Counseling; Community Counseling; Gerontology Counseling; Marital, Couple, and Family Counseling. A doctoral degree in mental health counseling may not be substituted for the master's degree in mental health counseling. (TRANSCRIPT MUST BE PROVIDED WITH APPLICATION) Licensure: Persons hired or reassigned to LPMHC positions in the GS-0183 series in VHA must hold a full, current, and unrestricted license to independently practice as a Licensed Professional Mental Health Counselor, which includes diagnosis and treatment. English Language Proficiency: LPMHCs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3.j. Grade Determinations: GS-13 Experience, Education, and Licensure: In addition to the basic requirements, candidates must have at least one year of progressively complex experience equivalent to the GS-12 grade level. The experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Demonstrated Knowledge, Skills, and Abilities. In addition to meeting the KSAs for the GS-12 grade level, the candidate must demonstrate the KSAs below: Skill in coordinating and implementing one or more specialty program(s), across the facility. Skill in local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbook or national directive. Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s). Ability to collaborate with internal and external partners to further program goals and enhance patient centered care. Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action. Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget.
