This position is part of the Office of Financial and Portfolio Management, U.S. International Development Finance Corporation (DFC). As a Local Currency Finance Specialist you will be responsible for overseeing a small unit developing and supporting multiple ways to translate DFC's U.S. dollar programs to the local currency lending of multiple regions/countries to support development objectives.
Duties
As the Local Currency Director, you will:
Advise agency leadership and transaction teams on the most efficient ways to structure transactions in emerging markets, including International Swaps and Derivatives Association (ISDA) swaps, dollar-denominated loans with synthetic local currency elements, local currency denominated guarantees, local financial institution collaborations, as well as to structure, transfer and manage local currency risk to support development and policy objectives.
Guide outside advisors and agency staff on proposing or reviewing transactions, developing and executing hedging strategies, and structuring activities to align transactions with objectives and risk policies.
Drive the agency risk strategy for local currency by identifying material risks, proposing risk mitigations, and maintaining and enhancing the decision-making Framework.
Conduct analysis of risk, market dynamics, modeling, and performing pricing verification and analysis to ensure fair value and alignment with objectives.
Create risk monitoring reports, collaborate in the design of stress scenarios and risk analysis, and ensure support of risk and capital calculations through budgetary and accounting measures.

Qualifications
Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level). Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement.
TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
You may qualify at the GS-15 level, if you fulfill the following qualification requirements: A. One year of specialized experience equivalent to the GS-14 grade level in the Federal service that demonstrates your experience in all of the following:
1) Experience leading projects involving international transactions, ranging from large rated transactions to small microfinance transactions, in a commercial bank, investment bank, international financial institution, or multilateral organization;
2) Experience reviewing applications for international corporate finance investments in emerging markets;
3) Experience in trading swaps and derivatives in emerging markets;
4) Experience completing risk mitigation assessments for local currency through structured analysis;
5) Experience applying U.S. government policy requirements for financial transactions in emerging markets;
6) Experience recommending improvements to existing policy or procedures related to local currency risk assessment, risk mitigation or currency swaps; AND
7) Experience using data management systems to analyze reports and models to assess risk, gains, and value.
Note: Education is not substitutional at this grade level.
