This position is located in the Department of Homeland Security (DHS), Office of Public Affairs. The primary purpose of this position is to serve as the principal point of contact for the manager's staff. Responsible for a full range of administrative support and analytical duties to include budget appropriation, procurement, human resources, information technology, property management, security, and travel. Non-BU: This is a non-bargaining unit position.

Duties

As a Administrative Specialist, GS-0301-12, your typical work assignments may include the following: Conducting detailed analyses of complex functions and work processes of broad administrative or technical programs and make recommendations for improvement in the effectiveness and efficiency of work operations. Develops and analyzes internal administrative policies and procedures of the office through independent reviews, coordination with internal and external components, preparation of special reports, and extensive research and analysis. Serves as an expert consultant to management regarding administrative programs; meets with individuals to determine the nature of business needs and administrative requests; and speaks authoritatively based on in-depth knowledge of the Office's policies, commitments, and interests. Arranges for the preparation of briefing materials, talking points and executive summaries to be reviewed by the official Responds to administrative and programmatic problems brought to the attention of office leadership and serves as a liaison and troubleshooter for leadership on administrative and managerial operations. Qualifications

Specialized Experience: You qualify for the GS-12 grade level if you possess one year of specialized experience, equivalent to the GS-11 grade level in the Federal government, performing duties such as: Conducting research projects on management and administrative issues to assess the effectiveness of operations and presenting findings and recommendations to management officials; Providing administrative support to organizational management such as managing executive schedules, coordinating travel arrangements, and preparing correspondence; AND Serving as an advisor to organizational employees on a variety of administrative specialties such as budget and financial management, contracting and procurement, management analysis, human resources, support services, or work measurement. Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary. If you are applying for a higher grade, please provide the SF-50 Form which shows the length of time you have been in your current/highest grade (examples of appropriate SF-50s include promotions, With-in Grade/Range Increases, and SF-50s dated a year apart within the same grade/job).
