Duties
This Financial Specialist position is located in Chief Finance Office, CFO Front Office, Financial Management Division Financial Policy & Travel Branch, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:
Uses expert travel and financial policy knowledge and experience, evaluates complex financial and travel management policy structure and contributes to developing sound policies.
Provides advice and guidance concerning the financial and travel policy including many of the most complex questions.
Analyzes emerging business and regulatory requirements, providing consultative advice and expertise to the Financial Management Division (FMD).
Develops written process documentation and identifies inputs, outputs and internal controls within processes.
Provides travel and financial policy interpretations on Management Directives, Financial Management Manual chapters and internal SOPs, and develops revisions as appropriate to align with Federal Travel Regulations (FTR).
The major duties described reflect the full performance level of this position. Typically, the lower pay band (I Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.
Qualifications
To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience equivalent to the SV-H or GS-12 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialized experience is defined as:
Evaluating, analyzing and interpreting travel and financial policies to execute travel and financial management process;
Developing travel management policies; and
Providing advisory services on financial and travel management policy to ensure regulatory compliance.
To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience equivalent to the SV-I or GS-13 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position to be filled. Specialized experience is defined as:
Developing management strategies, policies, procedures and practices related to financial operations developed to improve the overall financial management of an organization;
Determining financial management information and operational needs, makes recommendations, improvements, and monitors financial systems and programs; and
Resolving financial discrepancies and recommending solutions to management in order improve financial practices and policies.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
