You will serve as a Contract Specialist in the Plans and Programs Division (SP10), Office of Contracts (SPN) of STRATEGIC SYSTEMS PROGRAMS.
Duties
You will be responsible for procurement requirements generated by the Strategic Systems Programs (SSP) Technical Branches such as research and development, hardware contracts, and engineering support services.
You will serve as the lead negotiator in developing pre-negotiation strategy, conducting negotiations for major acquisitions, and directing or performing post award administration involving changes or modifications.
You will utilize the latest procedures and techniques, such as sophisticated pricing arrangements, cost accounting, and life cycle costing to plan, develop, implement, maintain, and administer all contractual aspects of a system acquisition program.
You will negotiate complex business transactions that include detailed cost and price analysis using recognized statistical techniques.
You will prepare contract drafts, including innovative provisions, and provide final documents for signature by a Warranted Contracting Officer in accordance with office delegations of authority.
You will be responsible for assuring that revisions are consistent and executable within statutory, regulatory, and policy directives, and within their existing contractual responsibilities and authorities.
You will oversee post award administration of assigned contract actions, including the pricing of new scope, directed changes, and other modifications.
You will ensure the de-obligation of excess funds and payment of earned incentives are processed in a timely manner.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level/pay band (NH-02/GS-11 equivalent) in the federal service or equivalent experience in the private or public sector performing professional contracting analysis and evaluation of major systems procurement requirements to plan and conduct pre-award, price/cost analysis and negotiation of contracts for weapon system acquisition programs.
