Duties

WHAT IS THE COMMUNICATIONS & LIAISON (C&L) DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions 2 Vacancies will be filled in Communication and Liaison The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Provides analysis, oversight and guidance for assigned communication programs and initiatives throughout the Business Unit's Division. Assists the Communications Manager or senior specialist in developing and implementing the required program plans. Advises the Communications Manager or senior specialist or probable internal and external reactions to planned Service actions. Establishes and maintains effective working relationships with members of the new media, and specialized groups interested in IRS programs.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE GS-9: You must have at least one year of specialized experience equal to the GS-7 level in the Federal government including: Experience presenting information orally to others including individuals or groups in the community or higher-level management; establishing cooperative working relationships with others in order to effectively discuss information or elicit moderately sensitive or controversial information from others. Experience Identifying, analyzing, and gathering pertinent information to satisfy communication needs; preparing news articles, speeches, press releases or other materials that effectively convey accurate information to the public. Applying knowledge of public information dissemination methods and techniques. OR You may qualify based on education as follows: A Master's or equivalent graduate degree in a related field of study such as: journalism, communications, advertising, marketing, public relations, etc. OR 2 full years of progressively higher-level graduate education leading to a graduate degree in a related field of study such as: journalism, communications, advertising, marketing, public relations, etc OR LL.B or J.D., if related. OR You my qualify with an equivalent combination of graduate education and experience. SPECIALIZED EXPERIENCE GS-11: You must have at least one year of specialized experience equal to the GS-9 level in the Federal government including: Experience demonstrating accomplishment of public affairs assignments that required a wide range of knowledge of communication methods and techniques; establishing and maintaining effective working relationships with all media. Qualifying experience typically includes the following, or the equivalent: Developing and disseminating information materials to the general public or specialized target groups. Writing and disseminating to local and national print and broadcast media, news releases, feature articles, radio and television scripts, and other information material. OR You may qualify based on education as follows: A Ph.D. or equivalent doctoral degree in a field of study such as: journalism, communications, advertising, marketing, public relations, etc. OR 3 full years of progressively higher-level graduate education leading to a graduate degree in a field of study such as: journalism, communications, advertising, marketing, public relations, etc. OR LL.M., if related.
