The primary purpose of this position is to exercise second level supervisory and managerial authorities over the Plans and Resources Flight. Provides planning, directing, organizing, and exercising control over supervisory employees assigned to the section. Serves as the senior information technology consultant to management in support of installation IT policy and plans.

Duties

Plans, organizes, and oversees the activities of the 5th Communications Squadron Plans Flight. Exercises supervisory personnel management responsibilities. Represents 5th Communications Squadron with a variety of installation and functional area organizations. Performs as plans and policy advisor to functional users of information technology.

  • This position will require participation during unit exercises and or activities related to the organizational unit?s response task force mission.
  • May occasionally be required to work other than normal duty hours. and/or shift work may be required which may include overtime and/or irregular hours such as evenings, weekends, and/or holidays and occasional 12-hour shifts.
  • The employee may be required to obtain Information Assurance Certification as outlined in DoD 8570.01-M.
  • Advanced business, management, or IT related-academic degree is desirable for this highly competitive position.
  • Supports two nuclear capable wings on the installation and location across the 8.5K sq mile missile complex.
  • This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations.
  • Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
  • This is a Supervisory Position. A 1-year supervisory probationary period is required if applicant selected has not previously met this requirement.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology Management (Alternative A). SPECIALIZED EXPERIENCE: Applicants must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Services, Oral Communications, and Problem Solving AND one year of specialized experience at the next lower grade GS-12 level (or equivalent in other pay systems) which includes knowledge of system architecture, budgetary processes and knowledge of a wide range of cyber principles, concepts, and methods; ability to plan and coordinate all phases of the acquisition, implementation, and integration of cyber system and assets; and ability to provide direction and supervision over work performed. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in?-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of cyber principles, concepts, and methods in order to analyze, plan, and adjust operations to meet program requirements and objectives within available resources. Knowledge of budgetary processes, cost-benefit analysis methods, and analysis of performance data to prepare persuasive budget recommendations in support of cyber requirements. Knowledge of system architecture, integration techniques, testing methods, and Department of Defense Risk Management Framework. Ability to analyze complexities of existing technology, review/revise/develop policy, initiate plans for enhancements, and provide management sufficient technical and cost analysis information, through written documentation and oral briefings, to render informed judgments. Knowledge of safety, security, personnel management, Military Equal Opportunity (MEO) and EEO regulations, practices and procedures. Ability to plan, organize, and direct the functions and mentor, motivate and appraise the staff of an organization through subordinate supervisors. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
