This position is part of the U.S. International Development Finance Corporation, Budget & Resource Planning Division. As a Finance Program Analyst you will be responsible for supporting investment deal teams in the analysis and alignment of financial transactions to credit reform and subsidy models, adapting models and procedures as new products or changes result in private business structures.
Duties
Participate in meetings with transaction teams in building Federal Credit Reform Act (FCRA) compliant subsidy models and communicating results of subsidy model run outputs, as well as, adapting subsidy models and procedures to support new products and changes in federal or private business structures.
Support transaction teams in the alignment of the specific elements of transactions to credit reform accounting and subsidy models to support transaction teams across multiple departments.
Identify loan term changes that require subsidy modification analyses per Office of Management and Budget (OMB) guidelines and perform subsidy cash flow analysis to calculate the subsidy savings or cost of modifying the terms.
Assist in the review of model code (Excel VBA and Stata) updates, troubleshooting model input and code errors and communicating solutions with transaction teams.
Maintain and deploy analytical tools and reporting that will generate credit reform data and analysis for management review to meeting agency reporting required by the Agency, OMB Circular A-11, or Treasury Financial Manual (TFM) procedures.
Analyze data with the goal of adapting the information to key inputs to agency decision-making, which includes encompassing information domains relevant to the agency's mission (international development and finance) and applying a range of statistical and modeling capabilities (i.e., regression, machine learning, data mining, Monte Carlo methods) using relevant platforms (i.e., "R", Stata).
Advise management in the development of new products within the framework of relevant legislation or regulation; appropriate treatment of novel structures within the framework of the subsidy model; analysis, implementation, and reporting of risk and portfolio reporting; and on mining or creating datasets from multiple sources to support future management efforts.

Qualifications
Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement.
You may qualify at the GS-11 level, if you fulfill one of the following qualification requirements:
One year of specialized experience equivalent to the GS-09 grade level in the Federal service that includes:
1) conducting financial data analysis to calculate and/or project risk to include cash flow analysis;
2) inputting, maintaining, and manipulating financial data in a spreadsheet program such as Excel;
3) analyzing data using statistical programming language such as Python, "R", Stata; AND
4) reviewing and providing input for program code;
OR
B. A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.M. degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position;
OR
C. A combination of education and experience as listed above.
