This position is part of the Office of Cybersecurity, Energy Security and Emergency Response, Department of Energy. As a Industry Stakeholder Engagement Manager, you will be responsible for energy sector coordination to advance DOE leadership priorities on security and resilience and provides recommendations in managing the work and activities involved in conducting analytical, planning, and policy activities.
Duties
As a Industry Stakeholder Engagement Manager, you will:
Provide energy sector engagement in matters relative to the security and resilience of energy infrastructure, and critical supporting infrastructure, including developing and implementing initiatives, policies, and strategies in coordination with industry stakeholder bodies, State, local, territorial, and tribal (SLTT) community.
Participate in mapping new strategic approaches, providing situation analyses and identifying rapidly changing parameters in cybersecurity and infrastructure security in the energy sector, including representing an agency in external forums.
Make presentations on agency programs and policy objectives, expected outcomes, and progress to a variety of professional audiences, including industry representatives, Federal and State officials, professional and trade associations, and foreign energy officials.
Develop and executes spend plans; manages broad project portfolio, including deliverables, timelines, and change procedures; coordinates multiple project scopes in strategic manner; scopes deliverables that meet program objectives, and initiates new and flexible strategic approaches based on evolving needs and goals of the Department and Division.

Qualifications
For the GS-13: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position is defined as ALL of the following:
Communicating on energy security and cybersecurity with stakeholders or industry representatives in order to share and exchange ideas, analytical findings, recommendations, prepare briefing materials, reports and responses to inquiries related to energy infrastructure projects and initiatives;
Planning and coordinating activities that improve the reliability, survivability, and cyber-resiliency of the infrastructure Information Technology (IT) and Operational Technology (OT) systems.
For the GS-14: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position is defined as ALL of the following:
Assisting in planning and facilitating critical energy infrastructure stakeholder engagement programs/activities; and Operational Technology (OT) systems; and
Sharing information with industry representatives and various stakeholders.
There is no substitution of education for specialized experience at the GS-13 or GS-14 grade.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
