This position is located in the Medicine Service of the San Francisco VA Healthcare System. The Program Specialist for the professional medical education program and is an integral part of the Medicine Service management team.
Duties
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Duties of the position include but are not limited:
Manages and monitors an adequate inventory of standard supplies.
Responsible for reviewing and maintaining the reconciliation of fund control point expenditures with Government Procurement Card statements.
Responsible for overseeing day to day operations of the Hospitalists shifts include weekend, holidays, wards, faculty hospitalist service, swing, co-management, fee-basis, nights, vacation, and jeopardy
Gives advice, counsel, and instruction to employee on both work and administrative matters
Oversees the daily work of peers, ensures that agency policies and priorities are being followed; develops performance standards; and evaluates work performance, assists the supervisor with an evaluation.
Independently reviews and monitors written responses for signature by Chief, Associate Chief, or Assistant Chief on an as needed basis regarding routine matters.
Initiates follow-up to make sure deadlines for reports or answering correspondence are met
Scheduling Exit Meetings and coordination of the Trainees that will be out processing the program
Work Schedule: Monday-Friday 08:00am - 04:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/03/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. For a GS-09 position you must have served 52 weeks at the GS-07. The grades may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
GS-7: Specialized Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Experience with a variety of software (ie Word, Excel, Outlook, PowerPoint, VISTA)
Knowledge of basic accounting and budgeting principles.
Knowledge of how to supervise employees.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education or superior academic achievement (must be in a related field to this position) TRANSCRIPTS REQUIRED.

Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the graduate level
GS-9: Specialized Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Performs work involving the collection, compilation, and/or tracking of data and statistical information in support of an organization's program operation.
Performs data collection, management, and analysis related to the growing number trainees
Use word processing equipment or other office automation systems to produce letters, memoranda, reports and other textual documents.
Experience with correspondence procedures enough to screen material prior to distribution for suspense dates, and to establish controls to ensure that deadlines are met
Timekeeping, payroll, budget management, contract management

Education: Applicants may substitute education for the required experience. Successfully completed a Master's degree or 2 full years of progressively higher level graduate education leading to such a degree in a major field of study related to the work of the position which provided the knowledge, skills, and abilities necessary to perform the duties of this position (must be in a related field to this position). Physical Requirements: The work is primarily sedentary; some slight physical effort may be required. Occasional walking between departments to attend meetings and to retrieve information and documents are required. Work is typically performed in an adequately lighted and climate controlled office. Occasional travel may be required.
