As a reliability-centered maintenance engineer for mechanical systems with the Maintenance and Operations Branch you will assess the condition of systems and help develop strategic plans for repairs to mitigate risks and ensure reliability and availability. You will develop and oversee projects to repair or revitalize systems. You will support the Contracting Officer in ensuring successful contractor performance in maintaining and repairing complex research, infrastructure and facility systems.
Duties
Duties described below are at the full-performance level. Duties assigned at a lower grade level will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
Develop maintenance strategies to improve reliability and availability of critical assets and systems. Apply best practices to improve performance of the maintenance program. Help develop budget and resource allocations for mechanical systems.
Provide authoritative technical decisions, advice, and consultation with respect to safety, costs, technical viability, and schedule for facilities operation, maintenance and repair of infrastructure, utilities, and research and building systems.
Initiate investigations on mechanical system failures and determines the strategic plan to address issues based on the findings. Formulate and present recommendations on improving the overall management of the assets.
Develop, analyze, and evaluate long-range infrastructure plans. Assess the condition of mechanical assets and systems and develop strategic plans and projects for repairs to mitigate risks and ensure asset reliability and system availability.
Utilize Computerized Maintenance Management Systems, maintenance and engineering software and various technology pertaining to Reliability Centered Maintenance (RCM) to evaluate, manage, and improve maintenance programs for mechanical systems.
Project initiation, planning and design, execution, monitoring and close out. Writing Statements of Work (SOWs), developing Independent Government Estimates (IGEs), and creating project schedules.
Responsible for the evaluation of contractor proposals to ensure good stewardship of the Government's finances. Reviews contractor's design packages; including calculations, designs, drawings and specification.
Work with the contractor to apply innovation and originality to solve difficult and complex technical, project management, and organizational problems in an area of rapidly changing technology linked to an ever-changing economic environment.

Qualifications
In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement.
To qualify for GS-12, you must have one year of directly related specialized experience equivalent to the GS-11 level in the federal sector:
Serving as a mechanical engineer analyzing and advising on facility operations and/or maintenance. Experience with multiple facilities in a campus environment is preferred;
Designing and/or reviewing designs for mechanical systems for facilities and infrastructure including cooling water and heating, ventilation, and air conditioning systems;
Providing analysis or advice on maintenance program issues for facilities or infrastructure and identifying performance issues.
To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level in the federal sector:
Serving as a mechanical engineer analyzing and advising on facility operations and/or maintenance for multiple facilities in a campus environment;
Designing and reviewing designs for complex mechanical systems for facilities and infrastructure including, process systems, cooling water, and heating, ventilation, and air conditioning systems;
Providing expert analysis and advice on complex maintenance program issues for facilities, infrastructure and research systems, and identifying relevant issues based on performance and changing program requirements.

Education
Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:
a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus.
If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.
Degrees in engineering technology are
not considered qualifying for this position.
