The incumbent selected for the Program Specialist position will perform a broad range of Human Resource liaison functions to include providing support in Recruitment, Classification, Benefits, Employee Relations, Performance, personnel action processing and strategic consultations for Human Capital Service Center (HCSC) employees.

Duties

Analyzes and evaluates on a quantitative/qualitative basis the effectiveness of human resource operational programs in meeting established goals and objectives of management. Prepares analytical reports on various human resources activities (e.g., staffing rosters, position numbers, gains and losses, time to hire metrics, employee performance requirements, performance management compliance, credible service, etc.). Ensures all actions processed by the servicing HR Office comply with federal regulations and maintains the accuracy of the systems of record. Develops job analyses, position descriptions, and is responsible for ensuring official organizational charts exist portraying the structure of the BO and its components, and prepares other related documents as required and as necessary. Reviews and approves vacancy announcements prior to posting and advises and assists HCSC managers regarding merit principles; advantages and disadvantages of various staffing methods and ensures compliance with regulatory requirements. Oversees the tracking and reviewing of performance plans and monetary/honorary awards processing Provides general advice to managers and employees about the organization?s benefit policies, procedures and guidelines. Provides management with interpretations of policy and procedures when issues involving benefits are new, highly controversial. Develops and provides training on HR functions, processes and regulatory functions.

Qualifications

Specialized Experience: To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management's group coverage qualification standards, associated individual occupational requirements (IOR), and individual qualification standards covering white collar occupations in the Federal competitive service can be found here. To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves (1) Reviewing vacancy announcements prior to posting; (2) Advising management on appropriate staffing methods; (3) Preparing data reports to review for accuracy; (4) Ensuring actions processed by HR comply with regulations.

Education

There is no educational substitution for the GS-13 level.
