This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Financial Management Experts to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is with the United States Army Reserve Command G-8, United States Army Reserve Pay Management Division, Reserve Military Pay Branch located at Fort McCoy, Wisconsin.
Duties
Perform comprehensive review of master military pay account transactions for Army Reserve service members ensuring compliance with policies, pay entitlement laws, regulations, precedent decisions and procedures.
Research current and prior pay regulations, laws, and guidance to resolve complex pay actions.
Resolve complex military reserve pay cases such as under/over payments, leave and separation adjustments, bonus eligibility, combat zone special pay, locality pay, overseas entitlements, hazardous duty pay, severance pay, and incapacitation pay.
Review system output and error reports to determine cause, trends, and other statistical information.
Analyze problems, advisories, and reject messages relating to an automated military pay application, the Defense Joint Military Pay Systems Reserve Components (DJMS-RC), Defense Military Office (DMO).
Utilize military automated systems to create, review and audit military reserve pay transactions.
Provide military entitlements, pay, and benefits technical guidance and direct service support to deployed and non-deployed Soldiers, units, Reserve Personnel Action Centers, Readiness Divisions, and Army Finance Officers.
Provide technical support to Army Finance offices on processing entitlement and administrative actions for deployed United States Army Reserve (USAR) Soldiers.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires DoD Financial Management Certification Program level 1.

GS-05:
Specialized Experience: One year of specialized experience which includes work that involves Performing progressively responsible financial, accounting, clerical, and/or office administration work; Reviewing, determining, processing and/or resolving recurring administrative problems; Researching and interpreting regulations; Reviewing information to respond to recurring written and verbal inquires. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04).
OR
Education: Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages.
GS-06
Specialized Experience: One year of specialized experience which includes work that involves Using a wide variety of military pay regulations, requirements, procedures, and operations to review and process routine military pay actions; Using automated pay systems to process military pay actions; Providing customer service by answering written and telephonic military pay inquires. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).
GS-07
Specialized Experience: One year of specialized experience which includes work that involves Utilizing a variety of pay regulations, requirements, procedures, and operations to review and determine eligibility for military pay actions; Using automated pay systems to process military pay actions; Researching and making necessary corrections associated with erroneous military pay actions; and Processing non-routine pay adjustments such as special entitlements, special pay, indebtedness or under payments. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
