This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Financial Management Experts to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is with the United States Army Reserve Command G-8, United States Army Reserve Pay Management Division Reserve Military Pay Branch located at Fort McCoy, Wisconsin.
Duties
Serve as Senior Military Pay Technician for the United States Army Reserve conducting independent analysis of diverse military pay account transactions for service members
Ensure military pay entitlements, allowances, and incentives comply with Government Accountability Office (GAO), Department of Defense (DoD), and Department of Army (DA) policies, laws, regulations, precedents, and procedures.
Analyze difficult historical actions to determine resolution to discrepancies in service member benefit and allowance entitlements
Process complex military pay and entitlement adjustments on behalf of the Defense Finance and Accounting Services (DFAS)
Establish policies, procedures, and work-around guidance for United States Army Reserve Pay and Administration automated systems.
Provide technical guidance over a wide range of laws and policies associated with military pay to units, commands and external agencies.
Respond to service member inquiries regarding diverse and complex military pay and entitlements
Balance workload among employees in accordance with established work flow or job specialization
Instruct employees on Army Reserve pay systems, procedural processes, and laws that affect pay and financial entitlements for service members
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires DoD Financial Management Certification Program level 2.

GS-07
Specialized Experience: One year of specialized experience equivalent to the GS-06 grade level in the Federal service which includes utilizing a variety of pay regulations, requirements, procedures, and operations to review and determine eligibility for military pay actions; using automated pay systems to process military pay actions; researching and making necessary corrections associated with erroneous military pay actions; and processing non-routine pay adjustments such as special entitlements, special pay, indebtedness or under payments.
GS-08
Specialized Experience: One year of specialized experience equivalent to the GS-07 grade level in the Federal service which includes researching pay regulations, requirements, procedures, and operations to review and process a wide variety of routine and non-routine military pay account transactions; researching, interpreting, and providing technical guidance to internal and external customers on military pay policy and procedures; using automated financial database systems to process a wide variety of military pay actions; analyzing pay system output and error reports to identify and resolve discrepancies; and researching, making recommendations, and taking action to resolve complex military pay errors.
GS-09
Specialized Experience: one year of specialized experience equivalent to the GS-08 grade level in the Federal service which includes analyzing a large body of current and past pay regulations, requirements, procedures, past precedents, and operations to determine eligibility of especially difficult military pay entitlements; utilizing multiple automated pay systems to create, review, and conduct comprehensive audits on military pay and entitlement transactions; researching and making necessary corrections associated with complicated military pay discrepancies; providing technical guidance on very complex entitlements such as Student Loan Repayments, Incapacitation Pay, Severance Pay, Death Gratuity Payments, enlistment bonus, and special pay. (NOTE: Applicants who are current Federal employees or who are eligible for Reinstatement may be able to qualify for the GS-09 with specialized experience equivalent to the second lower grade, GS-07)
