The Medical Administration Officer has overall responsibility for the development, management, direction, organization supervision, and administration of a variety of medical center-wide service administration functions: patient administration, ward administration and outpatient clinic support, medical records and transcription, examination, reception, mail and message services, reproduction, telephone and paging services, teletype and data transmission, employee travel, etc.

Through subordinate supervisors, the Medical Administration Officer, exercises full authority over eight (8) units and sections comprising 260 full-time staff: Office of the Chief, Statistics and Budget Unit, Decedent Affairs Unit, Ambulatory Care and Processing Unit, Medical Benefits Section, Medical Information Section, Office Operations Section, and Ward Administration.
Duties include, but are not limited to, the following:
Evaluates patient and public attitudes toward the hospital as reflected in patient administration areas
Identifies patient administration policies and procedures with the public interest
Establishes and maintains proper relations with applicants, Veterans, patients, family members, visitors, service organizations, public officials and their staffs, accrediting agencies, public health officials, news media, etc.
Explains, discusses, and/or defends Veterans Administration and Medical Center policies and procedures
Serves as liaison between hospital and its designated legal service and for informing management and staff on matters affecting patient administration which have actual or potential legal implications
Investigates and develops facts, conclusions and recommendations in those matters requiring investigations
Establishes, implements, controls and reviews administrative procedures involved in the preparation, maintenance and custody of patient records
Prepares and presents patient administrative statistics required for internal reporting
Applies management analysis techniques, promotes better utilization of management principles and practices in wards, admitting offices, clinics, etc.
Makes workload surveys and scheduling studies and recommends changes in work distribution, etc.
Develops and administers a formal, systematic plan or method for reviewing and appraising the effectiveness of each phase of patient administrative activities
Provides requisite data base for statistical, budgetary and expenditure estimates
Provides workload statistics reflecting trends, changing program priorities, and patient care
Contributes to the development of local hospital policies and programs concerned with such matters as equal employment opportunity, labor management relations, position management, etc.
Develops both long and short-range policies and plans
Develops, evaluates and modifies organizational structure and systems to achieve program goals
Delegates authority and provides direction to subordinate supervisors
Performs all other duties as assigned
Work Schedule: Monday through Friday 8:00am to 4:30pm

Specialized Experience: Applicant must possess at least one year of specialized experience equivalent to the next lower grade level, GS-13, in the federal service. Specialized experience is experience planning, developing, organizing, and directing a complex, comprehensive patient medical administrative management program which provides the services and technical counsel necessary to meet all legal, procedural, and administrative requirements of a healthcare organization; making recommendations that affect internal and external healthcare programs and policies; and experience restructuring and forecasting immediate and long-range goals, objectives, plans, and schedules to meet changes in legislation, program authority, and/or findings.

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates.
