The Hudson Valley Healthcare system, Castle Point location is currently recruiting for 1Firefighter (Basic life Support) in the Fire Service. This position performs work to control and extinguish fires, rescue persons endangered by fire, and reduce or eliminate potential fire hazards during a work shift of 72 hours per week on a rotating basis. It also covers fire service positions that follow protocols in providing basic life support, performs emergency medical procedures that are noninvasive.
Duties
The Firefighter serves as a team member effectively controlling and extinguishing fires, operates various nozzles and hose lines, makes connections to and operates fire hydrants, performs forcible entries, ventilates structures, carries, raises and lowers ground ladders, performs or assists in rescue operations, uses a variety of hand tools, hydraulic tools and portable fire extinguishers, and performs salvage and overhaul. Also performs specialized rescues, hazardous materials spill response and serves as a driver/operator of pumpers, ambulances and special service vehicles. The Firefighter combats fires in residences, medical and psychological facilities, multiple story office buildings, industrial shops, warehouses, fuel storage areas, public assembly areas, brush and wooded areas. These buildings contain or have the potential to contain large numbers of persons whose physical or mental condition limit their ability to protect themselves in the event of a fire. The Firefighter provides stand-by and other protective measures as required for hazardous operations such as confined space entry, helicopter landings and liquid oxygen deliveries. This would include response during hazardous weather conditions. As a member of the rescue crew, the Firefighter may be involved with the duty of rescue from hazardous permit-required confined spaces, bodies of water, rescue from hazardous materials spills, below grade rescues as well as rescue from fire. Attends periodic classes to keep proficient in operation of fire hose lines and nozzles, use of forcible entry tools, ventilation of structures, use of specialized rescue equipment and other fire and emergency skills needed to maintain proficiency. Firefighter must be able to operate and use fire extinguishing equipment carried on the apparatus such as foam and dry chemical extinguishing agents. After an incident and upon return to quarters the employee is responsible to see that all equipment is returned to its proper location and placed in operating condition.Provides non-professional medical care as an Emergency Medical Technician-Basic, following protocols in providing basic life support. The EMT performs emergency procedures that are noninvasive and functions independently and renders first aid and life saving measures consisting of: opening and maintaining oral airway; giving positive pressure ventilation; closed cardiac resuscitations; controlling of hemorrhage; treatment of shock without medication; immobilization of fractures; assisting in childbirth if needed; management of mentally disturbed patients; and initial care of poison and burn patients. Provides BLS transport of patients for medical appointments and emergency treatment as indicated to the appropriate medical facility. Knowledge of the local road system and skill in the preselection and planning of the route to ensure a safe and expedient transport to the proper health care facility. Skill and familiarity with emergency and patient transport vehicle characteristics to safely operate these vehicles under all weather and/or traffic conditions while transporting patients. Skill and knowledge of proper operator maintenance to ensure vehicle meets safety and operating requirements. When necessary, emergency procedures are coordinated with an ALS provider or medical control. Records temperature, pulse, blood pressure, respiration rate, and observes neurological signs when appropriate. Recognizes those signs, which have specific bearing on patient's condition, while observing patient's appearance and behavior.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/28/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-6 position you must have served 52 weeks at the GS-5.
For a GS-7 position you must have served 52 weeks at the GS-6.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade.
For a GS-6, you must have one year of specialized experience equivalent to at least the next lower grade of GS- 5, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of fire suppression: i.e. extinguishing fires, operating various nozzles and hose lines, making connections to and operate fire hydrants, performing forcible entries, ventilating structures, carrying, raising and lowering ground ladders, performing and assisting in rescue operations. Experience in providing non-professional medical care as an EMT, following basic life support protocols. Experience with performing fire inspection in areas where hazards are expected to be encountered. Knowledge of inspecting areas where flammable material, compressed gasses and electrical equipment are stored and used. Experience in employing hazard and risk assessment techniques to complete incident analysis, this includes: surveying the incident to identify the materials and containers involved, and to identify and verify the presence and concentrations of hazardous materials through the use of monitoring equipment.
For a GS-7, you must have one year of specialized experience equivalent to at least the next lower grade of GS- 6, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Extensive and complex knowledge of of fire suppression: i.e. extinguishing fires, operating various nozzles and hose lines, making connections to and operate fire hydrants, performing forcible entries, ventilating structures, carrying, raising and lowering ground ladders, performing and assisting in rescue operations. Comprehensive experience in providing non-professional medical care as an EMT, following basic life support protocols. Experiencing recording temperature, pulse, blood pressure, respiration rate, and observing neurological signs when appropriate. Experience performing standardized emergency medical procedures for critical, seriously ill and acutely ill patients. Thorough knowledge and experience with performing fire inspection in areas where hazards are expected to be encountered. Knowledge of inspecting areas where flammable material, compressed gasses and electrical equipment are stored and used. Extensive experience in employing hazard and risk assessment techniques to complete incident analysis, this includes: surveying the incident to identify the materials and containers involved, and to identify and verify the presence and concentrations of hazardous materials through the use of monitoring equipment.

MAXIMUM AGE REQUIREMENT: This position requires a maximum entry age for an initial appointment; applicants cannot have reached their 37th birthday by the date of appointment. Applicants who have passed the designated entry age limit, but who have previously served as a federal employee in a covered position, may be eligible to re-enter the fire service provided that they: (1) meet all applicable qualifications for the position and (2) will be able to complete a total of 20 years of covered and creditable Federal fire service by the time the firefighter reaches the age of 57.
DRIVER'S LICENSE: Applicants must possess a current, valid state driver's license.
