Although the position is advertised equivalent to SES/SL in pay, MCC uses a pay banded system to compensate employees. This position is pay band MC-2b which is generally equal to SES/SL pay only.

Duties

The Deputy Vice President (DVP) is a key member of the Department's management team reporting directly to, the Vice President for Policy and Evaluation (VP/DPE). The DVP provides executive-level leadership and direction to ensure that corporate objectives assigned to DPE and DPE departmental objectives are given the appropriate strategic direction, priorities, and resources and that these initiatives are carefully monitored to track progress against assigned time tables. As such, the DVP also: participates in DPE policy planning and development deliberations, as well as strategic planning sessions dealing with DPE's short-term challenges and to clarify the future direction of DPE; provides leadership in the preparation of strategic planning documents, issue and option papers, and briefing documents. serves as the VP's trouble shooter and confidant where particular sensitive or controversial matters arise that require an especially high degree of tact, diplomacy, and program knowledge; deals with foreign governments, international organizations, international financial institutions, U.S. government agencies and MCC Board members. represents MCC in various USG intra-agency high level initiatives and coordination or strategy meetings. serves as a key link with important external sources in the development community including attending conferences, meetings, and seminars speaking on behalf of DPE priorities, new MCC initiatives and responding to comments and suggestions. plays a key role to ensure effective operation of the matrixed functions (economic analysis and monitoring and evaluation) for which DPE shares co-responsibility; establishes strong working relationships and communications channels with senior managers; and helps address systemic issues that arise with matrix management. participates in Compact development, re-scoping and evaluation activities as requested by the VP or established by agency process. provides strategic direction, monitors program implementation and oversees personnel decisions made by the subordinate supervisors of and holds them responsible for the performance of their respective units. oversees a selected range of administrative management matters within DPE as assigned; ensures that the VP is fully briefed on developments and key actions within the assigned areas, including on budget proposals and staffing issues. manages diverse, multidisciplinary teams of operational and technical experts in a manner that encourages the use of evidence and the expression of technical opinion in pursuit of enhanced results, and effectively balances the inherent tensions between time, cost and quality in a transparent and inclusive manner. performs administrative and human resource management functions relative to the staff supervised; Ensures a continuing affirmative application of MCC policies concerning equal opportunity opportunities. performs related duties as assigned.

Requirements

Qualifications

Have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 3a (GS-15) or an equivalent level which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, this experience is defined as; experience providing advice to senior executives and staff on country eligibility, policy improvement and reform, economic analysis monitoring and evaluation and knowledge management in an international development context; experience representing the organization in high level initiatives with stakeholders (e.g., international organizations and financial institutions, U.S. government agencies public and private donor agencies, multilateral financial institutions, foreign governments, and experts on development policy, NGOs); and experience leading and managing multi-disciplinary and multicultural teams and directing and supervising the activities of subordinate staff in a fast-paced and dynamic environment. Note: This experience MUST be well documented within your resume or application Time-in-Grade: Time-in-grade requirements apply. You must have one year of Federal service equivalent to pay band 3A or GS-15 to be eligible for pay band 2b.
