This job opportunity announcement (JOA) will be used to fill several full-time and permanent Program Specialists, GS-0301-07 Target 09, vacancy at the Nashville, TN VA Medical Center (VAMC), with Surgery Service. This is a developmental position assignment, which provides the incumbent with the knowledge and skills, and abilities needed to perform the full range of duties and responsibilities and outlined in position description.

The incumbent serves as Program Specialist/Analyst to the Chief, Surgical Service and Health Systems Specialist (HSS) VA Tennessee Valley Healthcare System in providing program administration, clerical needs, and coordination of administrative needs for Service personnel. The incumbent provides clerical and administrative support needs for the Service, which has training, patient care, research programs and outpatient clinics; all of which require coordination and/or oversight by the Chief, Surgical Services. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/04/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. For a GS-07 position you must have served 52 weeks at the GS-05 level. For a GS-09 position you must have served 52 weeks at the GS-07 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. These requirements also apply to former Federal employees applying for reinstatement and those applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below: GS-07 Grade Level: Specialized Experience: Examples of experience would typically include: completing telephone outreach, responding to telephone and written inquiries; scheduling appointments; financial transactions include computer data entry, and appropriate customer and peer relationships/communication. Examples of experience typically include: Use of office automation software (word processing, spreadsheets and, databases. Preparing, editing, formatting documents and, reports using proper punctuation and grammar. Researching to ensure proper spelling and word usage. Education Substitution: 1 full year of graduate level education OR Superior Academic Achievement (SAA). SAA is based on a GPA of 3.0 or higher out of a possible 4.0; class standing in the upper third of graduating class; or election to membership in a national scholastic honor society. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below: GS-09 Grade Level: Specialized Experience: is defined as recommending changes in administrative policies and procedures to facilitate the flow of work AND experience completing projects of a technical nature involving data processing, claims processing or information management. Examples of specialized experience include: Providing administrative support services to division staff. Preparing and editing complex correspondence using standardized office automation software. Completing projects using automated data processing and information management programs. Education Substitution: Master's or equivalent graduate degree of 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related (transcripts required). Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The position usually requires standing and moving from one part of the room to another in performance of assigned duties, and it also requires traveling throughout the medical center making pick-ups and deliveries. There is frequent requirement for lifting boxes, baskets, and cases of supplies; weighing up to twenty-five (25) pounds, from floor level to chest level. Dexterity and strength are required in lifting and positioning baskets and boxes overhead, weighting ten (10) pounds or more.
