This position is located at the Salisbury VA Health Care System located in Salisbury, NC.
Salisbury VA Health Care System (SVAHCS) is comprised of the W.G. (Bill) Hefner VA
Medical Center, a complexity level 1B facility, two Health Care Centers (HCCs) and one
Community-Based Outpatient Clinic (CBOC): Charlotte HCC, Kernersville HCC, and
Charlotte CBOC.
Duties

Major Duties:
Serves in the capacity of liaison for the Associate Directors Office in matters concerning clinical and administrative services
Plays a critical role in leading the Health Care System's efforts to meet or exceed VA, VHA, VISN 6 and Medical Center performance expectations related to access; patient flow; budget; and timely, efficient and cost-effective processes
Provide continuing advice and assistance to facility service lines and directorate staff in effecting solutions to publication and communication application needs
Assists in creating portal home pages and provides development training and technical advice for portal site content owners/managers
Coordinates with points of contact in facility offices and respective elements to determine SharePoint related requirements
Develops statistical , graphical and narrative reports and communicate these studies to network executive leadership, medical center leadership, and other staff* Conducts management studies of organizational entities with critical problems; conducts and integrates cyclical management studies, and conducts studies in connection with systematic internal reviews and management briefings in order to formulate recommendations that result in greater efficiency and economy of operations
Conducts studies that analyze problems of workload, work distribution, workflow, work controls, overtime usage, essentiality of work, and staffing requirements
Analyzes management techniques, processes, and styles for improving organizational effectiveness
Assists in the formulation, presentation, execution, and analysis of organizational budgets
Monitors budget allocations execution to ensure that operating program objectives are met
Responsible for coordinating activities associated with the Strategic Capital Investment Planning (SCIP) program
Conducts in-depth studies to assess current needs to project future needs; makes logistical type studies which are directed at determining the most effective utilization of space, supplies, transportation, and storage facilities
Reviews proposed organizational changes involving the establishment, consolidation, transfer, or regrouping of functions of one or more services or sub-service units; analyzes and evaluates organizational staffing and functional structures from the standpoint of enhancing the accomplishment of objectives
As purchase card approving official , HSS is required to attend appropriate acquisition training
Work Schedule: Monday to Friday, 8:00 am to 4:30 pm/ Compressed schedule may be considered for highly qualified candidates.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/28/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

Specialized Experience:
Applicants must have one year specialized experience related or equivalent to the duties of the position at the next lower grade (GS-11) in the Federal system.
Duties include but not limited to:
Progressively responsible analytical experience as a Data Analyst in the health care field.
Work may have been performed in an operating health care facility or a higher organization echelon with advisory or directional authority over such facilities. Strong preference is to have some experience in clinic management or related healthcare operations
Experience in data warehousing including reading and understanding meta data
Strong understanding of Excel to include advanced PIVOT Table creation and Online Analytical Processing (OLAP) and Access
Strong knowledge of relevant technology toolsets relative to data analysis and documentation including SQL, data modeling, metadata organization, data cleansing, and reporting tools such as Microsoft SQL Studio, Report Builder, PYRAMID Analytics or other data reporting/data mining tools
Familiarity with design and/or maintenance of SharePoint or InfoPath workflows.
Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities providing knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups;
Government-wide, agency, and facility systems and requirements in various administrative areas; and,
Knowledge of agency productivity goals and metrics

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
