This vacancy is for a Project Management Specialist in the National Telecommunications and Information Administration within the Department of Commerce.

Duties

As a Project Management Specialist, you will perform the following duties: Leads cross-functional teams of subject matter experts and other staff to ensure the efficient and effective coordination and accomplishment of the planning, scoping, design, acquisition, construction, change management, transition, and initial outfitting of large-scale projects. Exercises abilities in communication both orally and in writing to dictate project information for both tracking and oversight purposes, as well as decision-making of higher-level management officials. Analysis of Operations: Analyzes and evaluates the effectiveness of line program operations in meeting established goals and objectives. Advisory Services: Coordinates with broadband and telecommunications policy specialists, external stakeholders, as well as internal offices This Job Opportunity Announcement may be used to fill other Project Management Specialist GS-0301-14 FPL 15 positions within the National Telecommunications and Information Administration in the same geographical location with the same qualifications and specialized experience.

Qualifications

Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the GS-14 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is defined as: Analyze or evaluate the effectiveness of program operations in meeting the objectives; provide oversight of a variety of projects or contracts; and contribute to the planning or prioritization of assignments and tracking projects throughout the lifecycle.
