You will serve as a SUPERVISORY INSTRUCTIONAL SYSTEMS SPECIALIST in the Surface Warfare Engineering School Command (SWESC) of SURFACE WARFARE OFFICERS SCHOOL.
Duties
You will use computer-based systems and applications to support curriculum development, monitoring, and maintenance of instructional materials.
You will work with subject matter experts in the design and modification of course curricula and advises instructors concerning the structure or presentation of course content in accordance with learning objectives and theories of education.
You will prepare reports regarding training effectiveness and recommendations for systematic changes to curricula and methodology.
You will assign and direct work to subordinates based on priorities and workload.
You will review requisition packages (e.g., Justification and Approvals, Source Selection Plans, Acquisition Strategies, and Acquisition Plans) to ensure statement of work or specifications are adequate to solicit competition.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing current and emerging concepts, principles, and practices in areas of learning theory, instructional technology, and/or instructional systems development 2) Recognizing and pursuing technological developments and incorporate them into training delivery methods. 3) Developing recommendations and solutions to resolve rare or unique curriculum issues/problems. 4) Distributing workload among employees according to established workflow.

Education
Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess successfully completed a 4 year course of study in an accredited college or university leading to a bachelor's or higher degree that included or was supplemented by at least 24 semester hours appropriate to the work of the position. My course work included study in at least four of the five following areas: 1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. 2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. 3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. 4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. 5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
