You will serve as a INSTRUCTIONAL SYSTEMS SPECIALIST at the Naval Service Training Command (NSTC).

Duties

You will coordinate all new and revised curricula for officer training, developing and recommending policy and direction for development, maintenance, management and evaluation of programs and materials. You will oversee the course curricula review and coordinate the approval process for all Naval Science courses. You will provide educational expertise to Course Coordinators in the instructional design/curricula development process and the timing of each step. You will plan educational activities for new faculty; identify training needs of new instructors as related to development for assignment. You will assist in the establishment of annual fiscal requirements, and also manages and coordinates assigned short fuse projects on a variety of topics.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Plans, coordinates, and develops curriculum guides for courses and oversees instructional design and maintenance of program curriculum; 2) Provides curriculum accreditation process for courses or post-secondary curriculum, managing curriculum review, and ensuring final product is compliant with all requirements; 3) Manages Learning Management Systems and provides guidance and direction to course coordinators, controlling system access and training users; 4) Researches and prepares of training aids, training materials, training technology, textbooks, and delivery methods for adult learning; and 5) Executes the program's instructor preparation and evaluation programs/courses, including coordinating event spaces, developing schedules and arranging guest presenters/instructors. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Applicants must possess a 4 year course of study in an accredited college or university leading to a bachelor's or higher degree that included or was supplemented by at least 24 semester hours appropriate to the work of the position. My course work included study in at least four of the five following areas:
1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
