This position is located in the Department of Homeland Security (OHS), Federal Protective Service (FPS), San Francisco, CA. FPS mission is to prevent, protect, respond to and recover from terrorism, criminal acts, and other hazards threatening the U.S Government's critical infrastructure, services, and the people who provide or receive them. Non-BU: This is a non-bargaining unit position.

Duties

As a Supervisory Law Enforcement Specialist (Risk Management), GS-1801-14, your typical work assignments may include: Establishing new liaisons and maintaining ongoing relationships in order to ensure risk management services are effectively communicated. Ensuring comprehensive plans, standards, and guidelines are developed and implemented for the risk assessment, security countermeasures, contractor suitability and protective security officer programs. Directing and participating in identification and investigation of program weaknesses or vulnerabilities and related activities. Developing management goals and objectives for the organization. Determining organizational structure, workflow and functional assignments most conducive to efficient and effective work accomplishments. Specialized Experience GS-14: Applicant must demonstrate at least one year of specialized experience equivalent in difficulty and responsibility to the GS-13 level in the Federal service (obtained in either the public or private sectors) performing the following: NOTE: Your resume must explicitly indicate how you meet this requirement and you must claim it on the questionnaire, or you will be found ineligible. Specialized Experience Requirement: Experience in formulating compliance and security countermeasure policies that impact agency-wide programs; Coordinating protective compliance activities with internal and external partners to ensure efficient law enforcement compliance monitoring; Conducting reviews and compliance investigations of essential risk mitigation programs to evaluate program efficiency; recommending solutions to identified weaknesses and vulnerabilities of security operations; and Leading teams and fellow employees involved in security operations. All qualification requirements must be met by the closing date of this announcement. Qualification claims will be subject to verification. Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary. If you are applying for a higher grade, please provide the SF-50 Form which shows the length of time you have been in your current/highest grade (examples of appropriate SF-50s include promotions, With-in Grade/Range Increases, and SF-50s dated a year apart within the same grade/job). You will receive credit for all qualifying experience, including volunteer experience. Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office. Other Requirements for the Position: Law Enforcement: The incumbent shall possess law enforcement authority under Title 40 of the United States Code, Section 1315, exercising such authority relating to criminal offenses to provide investigative and law enforcement services to customer agencies, Federal employees and members of the general public locations and or conducting business in government owned or leased properties. Mobility Agreement: This position may require the incumbent to be reassigned to a different geographic location. Accordingly, the incumbent will be required to sign a mobility agreement, which will remain in effect through the duration of the assignment. Motor Vehicle Operation: The incumbent must possess and maintain a a valid motor vehicle operator's license. Motor vehicles must be drive and managed in accordance with Office of Personnel Management (OPM) and Federal Protective Service's policies and guidance. Travel: The incumbent will be required to travel frequently. Firearms Requirement: The incumbent must carry firearms and maintain proficiency in their care and use in accordance with FPS policy and standards. Lautenberg Amendment: This position is covered by the 1996 Lautenberg Amendment to the Gun Control Act of 1968. Persons convicted of a misdemeanor or felony crime of domestic violence are not eligible for the position. Pre-employment Medical Requirement: Prior to appointment the person selected for this position must be determined physically fit by an authorized government physician to perform strenuous and physically demanding duties. Also successfully pass a pre-employment medical examination (which includes, but is not limited to vision, hearing, cardiovascular, and mobility of extremities) given by an authorized government physician. This position may be subject to the periodic incumbent examinations in the future. Training Requirements: Incumbent must complete or must have previously completed an approved law enforcement training program at the Federal Law Enforcement training Center or a substantially equivalent program approved by FPS in compliance with agency policies. Pre-employment Drug & Testing: This position requires a pre-employment drug test and you must receive a negative drug test result prior to appointment into this position. Random Drug Testing: The incumbent of this position is subject to random drug testing.
