This position is located in the National Agricultural Statistics Service, Methodology Division, in Washington DC. In this position, you will formulate and implement policies and programs within the general framework of the Branch and Division.

Duties

Participates fully in formulating and implementing policies and programs within the general framework of the Branch and Division. Works with all phases of the statistical survey design and questionnaire process including guidelines, policies, directives and regulations concerning the data input and output requirements with respect to content and statistical quality. Works with mathematics, survey methodology, and statistical theory with associated application skills in sampling, experimental statistics, multivariate analysis, statistical inference, linear models, time series and quality assurance. Communicates effectively, both in speech and in writing in order to prepare instructions and a variety of reports and technical papers, prepare and deliver briefings, and represent the Agency in a professional and authoritative manner.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade Applicants must have one year at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-13 grade level for consideration for the GS-14 grade level). Basic Requirements A. Degree: that includes 24 semester hours of mathematics and statistics, of which at least 12 semester hours were in mathematics and 6 semester hours were in statistics. OR B. Combination of education and experience: at least 24 semester hours of mathematics and statistics, including at least 12 hours in mathematics and 6 hours in statistics, as shown in A above, plus appropriate experience or additional education. Evaluation of Education: Courses acceptable toward meeting the mathematics course requirement of paragraphs A or B above must have included at least four of the following: differential calculus, integral calculus, advanced calculus, theory of equations, vector analysis, advanced algebra, linear algebra, mathematical logic, differential equations, or any other advanced course in mathematics for which one of these was a prerequisite. Courses in mathematical statistics or probability theory with a prerequisite of elementary calculus or more advanced courses will be accepted toward meeting the mathematics requirements, with the provision that the same course cannot be counted toward both the mathematics and the statistics requirement. Specialized Experience Specialized experience is experience directly related to the position to be filled. Qualifying experience for GS-14 includes one year of specialized experience comparable to GS-13 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience in formulating and implementing policies and programs related to statistics or math; reviewing and evaluating operations of an organization to appraise effectiveness of policies and programs and determining the deficiencies; and designing and administering survey methods, designs, questionnaires, and various forms relating to agricultural statistics. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
