This position serves as a Multimedia Specialist on the Communications team, within the QPS Front Office Executive Team, reporting to the Supervisory, Public Affairs Specialist. This position provides visual information, communications, and basic video support across QPS.

Duties

Duties will include: Performing work related to visual information including using computer-based programs to create graphics, illustrations, presentations, and photos, for print, digital and web-based products. Serving as a Visual Communications and Multi-Media expert, providing advice, product recommendations and planning support to the Supervisory, Public Affairs Specialist. Preparing draft products and layouts that convey an effective visual design, using graphics, typography, space, and other knowledge to maximize visual impact and emphasize messages for audiences. Applying a broad range of skills, techniques and knowledge to plan, design, and develop a variety of multimedia/graphic materials or exhibits to meet the communication objectives. Making the initial decisions on graphic design matters such as size, layout, color schemes, typography, materials to be used, and specific visual elements to be incorporated. Working with subject matter experts to plan and design visual information and communications projects. Using standard industry visual information software, to include Adobe Creative Suite of software. Using a digital camera to produce still images and editing photos for us in communications products and digital media. Using HTML coding language standards, content management systems and web software to produce web pages and graphics. Designing, developing, and maintaining the organization SharePoint and web sites, supporting design and graphic needs for QPS websites. Using desktop video remote recording and editing software to record, produce, and distribute short live action and motion graphic videos. Organizing, tracking, and handling multiple projects simultaneously and initiating regular updates to the Director of Communications on their progress. Developing and monitoring project management tracking databases. Work Schedule: 8:00am-4:30pm, Mon-Fri. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/04/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: GS-13 Qualifications Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. To be creditable, specialized experience must have been equivalent to at least GS-12 grade level. NOTE: To be minimally qualified for this position, you must meet 5 of the 7 examples of specialized experience listed below. Specialized experience is: Performing work related to visual information including using computer-based programs to create graphics, illustrations, presentations, and photos, for print, digital, and web-based products. Preparing draft products and layouts that convey and effective visual design, using graphics, typography, space, and other knowledge maximize visual impact and emphasize messages to audiences. Serving as visual communication expert, providing advice, product recommendations and planning support to the Supervisory, Public Affairs Specialist. Organizing, tracking, and handling multiple projects simultaneously and initiating regular updates to leadership on their progress. Serving as a Visual Communications expert, providing advice, product recommendations and planning support to the Supervisory, Public Affairs Specialist. NOTE: Work samples may be requested. You will be rated on the following Competencies for this position: Communications and Media Multimedia Technologies Planning and Evaluating Project Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is usually performed sitting at a desk, in news conferences, briefings, meetings, etc.; or riding in an automobile or public transportation. There may be occasional brief visits to sites; however, no special physical demands are involved in performing the work.
