The Program Specialist for the Mental Health Service (MHS) serves as executive support for the Administrative Officer (AO) and provides the primary technical direction for members of the Mental Health Service administrative staff.
Duties
Duties and responsibilities include, but are not limited to, the following:
Lead/manage the Program Clinic access with clinic access coordinators, Mental Health section chiefs, Chief of Mental Health and Health Systems Specialist.
Develop strategies to improve processes to meet VACO established access measures and goals.
Provide data to each section chief individually; prepare documented reports of findings.
Develop documents for submission to the Position Management Committee to generate recruitment, organizational change, and modification of positions in Mental Health Service.
Maintain master list of Mental Health Service staff and accomplishes necessary personnel actions.
Coordinate with the patient care team to review the clinic utilization works collaboratively in an ensure equipment, training, grids, spacing, and supplies have all been met before the start of the provider.
Coordinate in-processing and out-processing procedures.
Develop action plans and provide direction in process improvement to those clinics that do not meet the access standards.
Identify gaps in data reporting and input and makes decisions for implementation.
Responsible for data collection relating to the quality of work processes and progress, evaluating the causes of the deficiencies.
Prepare and deliver oral presentations such as briefings, training sessions, consultations, and strategy sessions with staff service functions and activities.
Develop and prepare a variety of written correspondence and other documentation, i.e., formal letters, position papers, reports, staff studies, staff summary packages, briefings, charts, bullet background papers, etc.
Liaison for communications with persons and/or groups internal or external to the SLCVAMC, speaking for the principal on Clinical Access issues.
Assist with the preparation and implementation of the business contingency plans for OIT system failure.
Collect physical and data security needs for the service areas.
Collect individual needs to determine menu access for staff, Regional 0ffice employees, and employees from VISN VA facilities.
Serve as mentor and trainer to Clinical and Administrative Leads.
Operate a variety of software packages including but not limited to Excel, Outlook, Skype, PowerPoint, Word, Adobe, Internet Explorer/Chrome, Concur, SharePoint, Leaf, VISTA, CPRS, VATAS.
Maintain data on all Mental Health Service Clinical activities.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday 7:30am - 4;00pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. There are currently four sub-departments hiring:
1. Addiction Treatment Services & Inpatient Psychiatry Unit
2. Homeless & Justice Clinical Recovery Program
3. Suicide Prevention, Psychosocial Rehabilitation & Recovery Program, and Mental Health Intensive Case Management Program
4. Mental Health Community Programs
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
Specialized Experience GS-07: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: guiding, assisting, establishing, monitoring and tracking the quality, efficiency and effectiveness of programs; arranging meetings and assisting in preparing reports/communications; collecting administrative data; utilizing computer databases and registries; reviewing cost items and volume and validating data; assisting on provider audits; time-keeping, email, training items, personal identity/verification and computer access.. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education. (NOTE: TRANSCRIPT(S) MUST BE SUBMITTED WITH THE APPLICATION MATERIALS. CONFERRAL OF DEGREE(S) SHOULD BE PRESENT ON TRANSCRIPT(S). OR, Superior academic achievement. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond.
Specialized Experience GS-09: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations; Knowledge of pertinent laws, regulations, policies and precedents which affect the use of program and related support resources in the area studied; Knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity; Skill in conducting detailed analyses of complex functions and work processes; and Interpersonal skills in presenting staffing recommendations and negotiating solutions to disputed recommendations. Education: Applicants may substitute education for the required experience.
