This is a (drug) testing designated position (TDP).
This position is located in the Small Business Administration, GCBD-Area 3-Atlanta in Various Locations. Serves as the Procurement Center Representative (PCR) reviewing and coordinating procurement operations and actions of the federal procurement centers/installations to which assigned in an effort to aid, counsel, assist and protect the interest of small business.

Serves as the SBA resident or liaison procurement center representative (PCR) for one or more major Federal and/or military procurement installations that have acquisition responsibility for major end items and assemblies, spare or replacement parts, systems, services, or end products procured for both military and civilian federal agencies.
Participates in high level conferences with commanding officers/senior executives/heads of contracting activities to advocate for increased opportunity for small business and to provide a strong acquisition climate for eligible small businesses.
Reviews all procurements over the simplified acquisition threshold not set-aside by the agency, including bundled requirements, for the potential of initiating a small business set-aside.
Counsels small business concerns and advises them on how to market and sell their products and/or services to federal procurement agencies.
Reviews subcontracting plans from assigned activities to ensure plans contain aggressive subcontracting goals for small business, small disadvantaged business, woman-owned small business, veteran owned small business and HUBZone firms.
Works closely and cooperatively with the SBA District Office(s) in the area of geographical coverage to promote SBA's programs and SBA resource partners and stakeholders.
Conducts periodic training seminars for procuring activity personnel to keep them abreast of changes in the procurement process that impact small business, including small disadvantaged business, 8(a), woman-owned small business, veteran owned small business and HUBZone firms.

Qualifications
GS-13: At least four (4) years of experience in contracting or related positions that includes one (1) year of specialized experience, equivalent to the GS-12 grade level in the Federal service, obtained in either the private or public sector which demonstrates (1) the ability to work independently applying and interpreting knowledge of federal procurement small business laws, regulations, policies and procedures to support businesses for compliance with regulations pertaining to federal contracts or subcontracts; and (2) reach conclusions that small businesses are eligible to compete for federal related contracts (i.e. contract development, supplier training, supplier development). POSITIVE EDUCATION REQUIREMENT: In addition to the basic/specialized experience you MUST have a four (4) year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled

In addition to meeting the qualification/education requirements, you must have successfully completed ALL of the mandatory training requirements to obtain Federal Acquisition Certification (FAC-C) in Contracting (Level II) or Defense Acquisition Workforce Initiative Act (DAWIA) Certification for Contracting (Level II) or Defense Acquisition University (DAU) Certification.
