This position is in the Office of Inspector General, Federal Communications Commission (FCC) located in Washington, DC.
RELOCATION EXPENSES WILL NOT BE PAID.
Duties
The incumbent provides primary legal advice and guidance support for FCC investigations. Impartially determines the facts surrounding allegations of wrong doing by, among other processes, issuing subpoenas, reviewing documents and conducting interviews of witnesses and targets. Prepare: reports of interviews and investigations, including where appropriate, referrals to the Department of Justice (DOJ), the Federal Bureau of Investigation (FBI) and other law enforcement entities.The incumbent is expected to travel as needs require, for example, to conduct witness interviews, to collect evidence, to conduct on-site inspections of equipment and services, to meet with prosecutors and law enforcement agents or to testify in court proceedings.The incumbent provides timely and accurate legal advice, direction and resource support to ensure: (1) effective accomplishment of investigation plans; (2) adherence to guidance and standards promulgated by the Council of Inspectors General on Integrity and Efficiency (CIGIE); and where applicable, DOJ and the FBI policies, guidelines and objectives; and (3) support for the accomplishment of the OIG Strategic Plan.
The incumbent will work on other duties as assigned.

Qualifications
Applicants must meet eligibility and qualification requirements by the closing date of this announcement. Current Federal employees must meet time-in-grade requirements by the closing date of this announcement. Professional law experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled.
In order to be deemed as "BEST QUALIFIED" candidates must meet both the educational requirements AND the Specialized Experience.
A. Education
You must meet the minimum basic educational requirements for Attorney positions. Education requirements include: a professional law degree JD, LL.B., and/or LL.M.

AND
B. Specialized Experience
GS -13 Specialized Experience: Applicants must have at least two years of professional law experience and a minimum of one year of specialized experience equivalent to at least the GS-12 in the Federal service. Specialized experience includes: Experience conducting complex, and lengthy government or corporate investigations; experience interpreting and applying the Federal False Claims Act, 31 United States Code § 3729; experience providing legal interpretations of the laws and regulations concerning alleged violations of Title 18, United States Code; experience drafting or responding to government-issued subpoenas; experience preparing and conducting witness interviews; experience analyzing evidence and making investigative findings; and experience drafting interview memorandum, detailed reports of investigation, and report summaries with analyses and recommendations.
PART-TIME OR UNPAID EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
