You will serve as a SUPERVISORY HOUSING MANAGEMENT SPECIALIST in the Department of the Navy of MARINE CORPS BASE CAMP BLAZ. THIS IS A DIRECT HIRE ANNOUNCEMENT. The National Defense Authorization Act for fiscal year 2020 streamlines certain Department of Defense (DoD) civilian Direct Hire Authorities to recruit and appoint qualified candidates directly to certain DoD competitive service positions.

Duties

You will plan, co9ordinate, organize and implement programs designed to enhance the effective use of Unaccompanied Housing Management (UHM) resources. You will track, analyze, and report standard performance metrics for UHM programs. You will identify performance deficiencies, issues, and problems and develops strategies and solutions to correct or improve the situation. You will report efforts to supervisor and senior leadership and recommend courses of action for leadership decisions. You will provide advice to camp/installation transient housing managers and assist them to implement selected corrective actions, and track actions to closure.

Requirements

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
  • If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
  • May be required to obtain a VISA dependent on the overseas country's laws/regulations.
  • You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • You will be required to obtain and maintain a current valid United States driver?s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: - Experience in Unaccompanied Housing Management program for military members or similar programs (e.g. include operations, maintenance, personnel, training, resources, budgets, planning and facility improvement projects). - Experience in Tracking, analyzing and reporting performance metrics for Unaccompanied Housing Management programs. - Experience in adapting and applying policies and regulations to manage and improve the program.
