You will serve as the KSC Facility Utilization Officer and Senior Facilities Infrastructure Engineer, specializing in facility management, development, program planning, space utilization and policy of KSC facilities. Responsible for facility management, space utilization, development of facility management strategy, and contractual surveillance. Provides technical input and guidance for infrastructure, construction requirement and interface with NASA HQ and external partners for the branch.
Duties
Serves as KSC Facility Utilization Officer (FUO), responsible for facility management, space utilization and developing facility management strategy. Provides guidance on real property utilization and input to the Facility Management Board.
Uses engineering expertise to aide in establishing Government technical positions on technical and operational issues. Senior Facility Infrastructure Engineer provides technical input and guidance for infrastructure and construction requirements.
Provides expert guidance on facility management, utilization, planning, contracts, financial analysis, and commercial partnerships. Provides technical input for engineering requirements for changes in status of real property assets.
Manages Authoritative Facility List and performs contract surveillance. Develops and coordinates FOW and Hoteling strategies and leads the hoteling program. Participates in the Community of Practice with FUOs from other centers.
Provides technical guidance and expertise into the development and management of policies and procedures for facility management systems and functions. Interprets and/or revises existing policy and regulations, and review legislation changes.
Integrates real property assets and facility utilization for Center organizations. Provides input to commercial agreements, Master Planning workshops, Asset Inventory Assessments, Facility Condition Assessments, and other facility assessments.
Assists the contractor in reviewing and compiling facility utilization data, for preparation of submittals to HQ for Agency real property reporting purposes.
Provides guidance to Requirements Development Team (RDT) and Source Evaluation Board (SEB) teams for space requirements as Government furnished facilities to contracts at KSC.

Qualifications
In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below and have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.
NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement.
To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:
Providing technical direction as part of project team and/or contractor oversight to overall facility management, operations, maintenance, or construction;
Performing facility management, infrastructure planning, and/or space utilization to meet center requirements;
Coordinating stakeholder input as part of a project team and communicating technical data with various levels of management.

Education
Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:
a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus.
If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.
Degrees in engineering technology are
not considered qualifying for this position.
