Duties

WHAT YOU'LL BE DOING DAY TO DAY As a Supervisory Telecommunications Specialist, you will use your knowledge of and experience with the Administration for Strategic Preparedness and Response to optimize business results and customer experience by: Providing leadership in managing response information technology (IT), telecommunications, and/or system/cybersecurity services for ASPR Headquarters and field components during an emergency, disaster response, and special event; and ensuring coordinated integration of ASPR response communications assets with response and interagency partners. Formulating, developing, and implementing policies and procedures to ensure the technical support necessary for accomplishing the work in the response IT and telecommunications portfolios. Providing overall leadership, direction, and oversight for a staff. Assuring implementation of program goals and objectives. Serving as a technical expert on accounting for all personal property and planning/directing supply management activities. Providing support for deployments, setup, and sustainment of IT/telecommunication equipment and services in support of a Public Health Emergency or Emergency Support Function #8 event. Developing IT and telecommunications investment portfolios, formulating budgets, negotiating resource allocations, securing approval of funding, and managing expenditures of funds for each administered project. Serving as a Contracting Officers Representative (COR Level II or Higher). Providing oversight and development of IT and telecommunications procurement requests, including but not limited to developing the Statement of Work and justification for technical support review.

Qualifications

WHAT WE ARE LOOKING FOR MINIMUM QUALIFICATIONS REQUIREMENT: Must have at least one year of specialized experience, equivalent to the GS-14 grade level in the Federal service performing ALL of the following: 1) Leading and providing advice, guidance, and assistance in the development, maintenance, and employment of response telecommunications and information technology (IT) systems that may be deployed during 24/7/365 federal emergencies and disaster responses. 2) Serving as a Contracting Officer Representative (Level II or higher) for major telecommunication and IT systems contracts to include performing program management activities regarding system effectiveness, economy, results, and regulatory compliance. 3) Evaluating, analyzing, developing, managing, or improving IT and telecommunications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology.
