The Veterans Health Administration has adopted the HR Modernization and Shared Services Implementation, a new model of organization and consolidating essential Human Resources functions and services to the Network level. This improvement to HR service delivery best supports needs of the VISN's diverse workforce and the expectations of management related to the acquisition, compensation, retentions, and performance of staff
Duties
Recruitment & Placement 50%
Conducts recruitment/examining activities for assigned positions (GS-07 & below and wage grade) to include developing competency criteria, job analysis, job announcements (JA), etc. Amends established Jas with prior approval. Reviews applications for corresponding qualification competencies or skill match. Adheres to procedures for verifying veteran's preference and clearing CTAP and ICTAP register prior to preparing the certificate of eligible. Forwards the certificates of eligible to the selecting official and coordinates with them regarding agency procedures for selecting a candidate for the vacancy(s). Ensures the selectee(s) meets all regulatory and legal obligations for proposed appointments to include eligibility for Federal benefits, probationary prerequisites, and ability to meet special requirements. Secures all required documentation i.e. proof of citizenship, transcripts etc. Sends notice of results to remaining applicants; and prepares files for announcement close out (i.e. copy of JA, lists of all applicants and their applications, list of eligible referred, evidence of CTAP & ICTAP clearance, etc.).
Applies pay setting in accordance with applicable OPM and/or internal pay setting policies; codes staffing actions in accordance with the Guide to process Personnel Actions, and coordinates with payroll personnel in order to resolve pay issues and ensure timely correction of errors, as well as ensures that all actions are processed by National Finance Center in an accurate and timely fashion.
Recruitment & Placement Assistance 50%
Assists HR Specialist with the on boarding of new employees to include arranging for physical examinations (based on the occupation), ensuring completion of all appropriate benefits forms, extending job offers, coordinating Entry-on-duty and/or release dates from losing office, forwards pre-employment packets to new appointees, and coordinates with other related functional offices involve in on-boarding (i.e. pre-appointment security checks). Independently conducts orientation for new appointees as determined appropriate. Reviews completed documents for missing or conflicting applicant information, as required. Responsible for processing new employee's enrollments, administering the oath of office, and ensuring standards of conduct and government ethics orientation are completed and signed. Explains pay rates, pay periods, within grade increases, annual and sick leave accrual, etc. in order to familiarize employees new to the federal government with certain HR terminologies and practices. Coordinates with security counterparts regarding applications for Identification Cards, when required. Coordinates and process required clearance documents for employees leaving the agency or federal service.
Assists HR Specialist with identifying proper documentation to ensure the electronic personnel file is current and up date during the recruitment and onboarding process. Quality review team will review for accuracy. Responsible for any on-boarding scanning requirements during initial employment process.
Responds to applicant inquiries regarding procedures for completing applications, status of job announcements, hiring procedures, competencies needed to fulfill a position's major duties and/or requirements, etc.
Performs other duties as assigned.
Work Schedule: Monday - Friday; 8:00 a.m. to 4:30 p.m. (Negotiable)

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

GS-5: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: answer basic inquiries concerning merit promotion procedures, procedures for reinstatement or transfer to another federal agency, and job vacancies for which applications are being accepted; accomplish routine support tasks within the HR office; provide routine information; maintain files/or employee records, position description, training records, or other HR items and use of personal computer, terminal, and office software programs to enter data, complete forms, and correct errors and omissions in documents, files and records as needed.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 4 years of education above high school.

Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond high school.
GS-06 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of, and skill in applying a standardized body of HR rules, procedures, and operations concerning recruitment and placement sufficient to answer inquiries concerning merit promotion procedures, procedures for reinstatement or transfers to another Federal agency, an job vacancies for which applications are being accepted; identify appropriate regulatory codes, nature of action, and appropriate pay step to be entered on HR action request; identify whether employees applying for promotion meets time-ion grade requirements.
GS-07 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge and skill in applying an extensive body of HR rules, procedures, and operations sufficient to perform a wide variety of interrelated and/or non-standard HR support work such as instruct facility supervisors and managers on recruitments/selection requirements, processes, and procedures, submitting requests, screen applications to determine if applicant meet minimum qualifications; and apply accepted HR practices in order to place applicants in rank order on an inventory or register used to fill assigned positions.
There is no educational substitution for the GS-06 and GS-07 level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
