This position is located in the VISN-19's HRM SBU and reports to the Senior Strategic Business Partner (SSBP) of the Human Resources, SBU, VISN 19. Incumbent provides administrative and technical support to VISN SSBP by providing a variety of services in such areas as program analysis, coordination with clinical and administrative programs, computer systems liaison, and training.

Duties

Duties for the Program Analyst include but not limited to: Researches, investigates, and conducts comprehensive studies relating to the effectiveness and efficiency of major administrative and management operations. Responsible for data presentations Collaborate with internal stakeholders (HRMS, customers, facility/VISN leadership) for SBU HR Program data needs. Conducts trending, cost-benefit analysis and data deep dives. Works to achieve and support quality improvement in all products and services and takes a proactive approach in providing customer assistance. Reviews data from feedback mechanisms, performs analyses, summarizes information, identifies trends and develops and implements recommendations. Responsible for the development and/or issuance of guidance materials for the HRIS/QR Manpower Specialists and Medical Center procurement staff in regard to HR Smart data and other information systems related applications, current and future. Anticipates what information/reports the SBU and facility may need. Work Schedule: Monday-Friday 8:00am-4:30pm Compressed/Flexible: Available Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/27/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: GS-09 Specialized Experience: You must have one year (52 weeks) of specialized experience equivalent to at least the next lower grade GS-07 Level in the normal line of progression for the occupation. Specialized experience includes: Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of administrative operations. Knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the administration of one or more important programs. Knowledge of designing and conducting comprehensive analytical and evaluative studies and reviews which employ a wide range of analytical and statistical methods and techniques to assess and improve the effectiveness and efficiency of key administrative support functions within the employing agency or in other agencies. Skill and ability in the use of oral and written communications methods and techniques in order to accomplish continuing coordination, preparation of studies and evaluations, and make presentations. Experience in planning, organize, and direct team study work and to negotiate effectively with management to accept and implement recommendations. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related OR, Combination of Specialized Experience and Education: You may have a combination of education and experience to qualify at the GS-9 level. Equivalent combinations of successfully completed graduate education and specialized experience directly related to the work of the position, may be substituted to meet the experience requirements of the position (Transcripts Required). You will be rated on the following Competencies for this position: Communication Interpersonal Skills Planning and Evaluating Reporting and Data Analysis Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: Work is primarily sedentary. There are no physical requirements for this position.

Education

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
