Serves as a management analyst for the Portland and Anchorage Director's Office. The primary purpose of this position is to provide support to the Director and Assistant Director(s) through project management and analysis of the regional offices' initiatives.

Duties

Major Duties: Provides qualitative and quantitative assessments of the wide range of Division operations. Strategic planning, assisting in the implementation of revised organizational structures and designing. Conducts studies of various complex processes, including employee utilization, resource allocation, and delegations of authority. Findings and recommendations are forwarded to the division leadership for consideration. Serves as a liaison and coordinates and facilitates initiatives requiring inter-team cooperation and action. Regularly apprises the division leadership of initiative status and recommends intervention when appropriate. Tracks Division progress with respect to goals and facilitates work or program reviews to improve Division results. Recommends solutions on inter-team issues and matters with external factors. Provides support to divisional management on significant issues that include, but are not limited to policies, Division goals and objectives, internal controls, and the preparation of priority reports to the Director, VA Central Office, and Office of Field Operations. Prepares for the division leadership review and signature, assorted memorandums, letters, division bulletins, and other written communications. Assists in, or performs, evaluations in the processes of various systematic analyses of operations to determine the level of quality and management factors of all program areas. Coordinate's implementation of new or revised procedures involving two or more program areas and complete any related required reports. Reviews all new directives from all sources and advises leadership regarding the impact on Division programs and how to implement the new requirements. Analyzes internal communication needs and develops strategies and informational materials for stakeholders and staff. Examines and analyzes office productivity data and briefs the division leadership on progress made in achieving performance goals, areas needing special attention and suggested alternative remedial actions. Prepares workload estimates and manpower utilization requirements. Studies internal and external audit findings, report data and other management reports. Notes out-of-line situations and brings them and potential corrective actions to the division leadership attention. Completes with minimum of supervision, ad hoc assignments as required. These frequently are of a general, unstructured, but priority nature. Performs other duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/05/2024. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-11 position you must have served 52 weeks at the GS-9 level. For a GS-12 position you must have served 52 weeks at the GS-11 level Note: If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate that you possess (1) year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates (1) year time-in-grade. General Adjustment and Award SF-50's cannot be used for time-in-grade verification purposes. You may qualify based on your experience and/or education as described below: Specialized Experience for GS-11: Applicants must have one year of specialized experience which has equipped them with the knowledge, skills, and abilities required to successfully perform the duties of the position. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-09). Specialized Experience is defined as experience applying analytical techniques to evaluate issues with the effectiveness and/or efficiency of work programs and operations. OR Education: Substitution of a Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher-level graduate education leading to such a degree in Business, Management, Economics, Finance, or another degree with coursework that demonstrates the knowledge, skills, and abilities necessary to do this work of this position; or an LL.M., if related. OR Combination of Specialized Experience and Education: Only equivalent education beyond the first two years of graduate study may be used to combine with experience. To compute, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond two years by 18. Add the two percentages. (The total percentage must equal at least 100 to qualify)Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience for GS-12: Applicants must have one year of specialized experience which has equipped them with the knowledge, skills, and abilities required to successfully perform the duties of the position. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-11). Specialized Experience is defined as experience diagnosing problems within the organization and implementing plans and means to make improvements and/or implement change; or experience developing the design of business processes, systems, technology, and/or job roles. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. There is no educational substitution at the GS-12 grade level.
