The VA Capitol Health Care Network (VISN 5) serves Veterans from economically and demographically diverse areas within Maryland, the District of Columbia, and West Virginia, portions of Virginia, Pennsylvania, Ohio, and Kentucky. The network includes eight VA medical centers located in Beckley, Clarksburg, Huntington, and Martinsburg, WV; Baltimore, and Perry Point, MD; and Washington, D.C. In addition, the VA Capital Health Care Network also includes 28 community-based outpatient clinics.

Duties

The scope of this position encompasses the management of Informatics programs in the VA Capitol Health Care Network (VISN 5) and consists of practice of an executive nature, comprised of complex managerial and administrative components, associated with critical health care issues and activities that influence the national, network, and local missions, health care, and policy. Develop workflow models and perform business analyses to include "make-buy" recommendations, clinical expansions/adjustments, and equipment and other high cost purchase.- Conducts detailed clinical program analysis and provides recommendations to improve patient care, including changes in policy (nationally or locally). Provides a briefing summary to the CMO on emerging national health informatics program mandates, initiates communication and action plan to implement and monitor program compliance. Reviews clinical data to identify emerging trends and develop recommendations for overcoming any noted challenges. Participates in the overall VISN strategic planning process to assure awareness of clinical management issues and implications are considered and influence management decisions. Knowledge of government-wide and agency personnel management requirements, policies and systems. Knowledge of policies and programs concerned with equal employment opportunity, merit promotion, labor-management relations, rewards and recognition and position management. Knowledge and direct experience with inspection/auditing (i.e. Office of the Inspector General or SOARS), and accreditation activities to ensure compliance with external mandates and other regulatory bodies. Knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and clinical programs Knowledge of regulations, directives, and policies that govern Credentialing and Privileging, Systems Redesign, Quality Management, Clinical/Peer Review, Electronic Wait List and other Scheduling activities, Clinic Wait Times, Appeals and Reconsiderations, Executive Committee Structure, ECF Performance Plan, Electronic Health Record Modernization, and other related clinical programs/ policies/directives and mandates. As a lead and clinical champion, promotes the development, implementation and sustainability of a network-wide standardized approach to the delivery of quality of care to Veterans and their families, specifically related to Health Informatic operations. Reports and updates to VISN/facility leadership, pertinent committees and executive leadership trends and changes related to Health Informatics policies, procedures and objectives to determine impact of program implementation and development. Is knowledgeable of funding sources and resource management methodologies including special funding appropriations. Focuses on customer service issues as well as other activities that influence the organization's mission, healthcare, and policy. Identifies and analyzes situations that cross multiple sites and programs and the full continuum of care (inpatient, outpatient, extended care etc.) to improve coordination of care, reduce admissions for ambulatory sensitive conditions, decrease length of stay and assist in enabling Veterans to remain in the least restrictive environment as possible Acting as liaison between the VISN and VA's Office of Information and Technology (OI&T), and as such, identifying and articulating the needs of the VISN and monitoring how well those needs are being met; Developing and implementing informatics-related policies and procedures, including nationally approved Health Information System configurations as well as local implementation and configuration of nationally developed software; Directs and oversees the needs for systems redesign to improve patient care and flow in various clinical settings for all VISN facilities.- Evaluate workload and flow, and develop strategies to facilitate quality care and efficiency. Qualifications

To qualify for this position, you must meet the basic requirements as well as any additional requirements (if applicable) listed in the job announcement. Applicants pending the completion of training or license requirements may be referred and tentatively selected but may not be hired until all requirements are met. Currently employed physician(s) in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed. Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR [(2) Those approved by the American Osteopathic Association (AOA),OR (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences. Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs. Proficiency in spoken and written English. Preferred Experience: Experience as a Chief Health Informatics Officer, Academic degree Board Certification or American Medical Informatics Association (AMIA) certification Experience in programming tools to facilitate clinician interface with IT systems. VA Leadership and administrative experience. Clinical data analytics experience. Familiarity with artificial intelligence utilization in healthcare. Education

Degree of Doctor of Medicine or an equivalent degree resulting from a course of education in allopathic medicine or osteopathic medicine. The degree must have been obtained from an institution whose accreditation was in place for the year in which the course of study was completed. Approved schools are:
  1. Schools of medicine accredited by the Liaison Committee on Medical Education (LCME) for the year in which the degree was granted, or
  2. Schools of osteopathic medicine approved by the Commission on Osteopathic College Accreditation of the American Osteopathic Association for the year in which the degree was granted.
  3. For foreign medical graduates not covered in (1) or (2) above, facility officials must verify with the Educational Commission for Foreign Medical Graduates (ECFMG) that the applicant has met requirements for certification, and must obtain a copy of the ECFMG certificate, if claimed by the applicant. [If the applicant does not claim an ECFMG certificate, facility officials must still confirm that the medical school meets (or met) ECFMG eligibility requirements for the year the candidate graduated.]
NOTE: The Under Secretary of Health or designee in the VHA Central Office may approve the appointment under authority of 38 U.S.C. 7405 of a physician graduate of a school of medicine not covered above if the candidate is to be assigned to a research, academic, or administrative position with no patient care responsibilities. The appointment will be made only in exceptional circumstances where the candidate's credentials clearly demonstrate high professional attainment or expertise in the specialty area.
