About the Position: As a construction quality assurance materials technician, you will perform a variety of complex sampling and testing techniquest for materials for a variety of construction activities at more than one site throughout the geographical area of the resident office.
Duties
Make assignments, issues instructions, answers job-connected questions, and reviews work during progress and/or upon completion for compliance with instructions.
Perform a variety of complex sampling and testing techniques for materials for a variety of construction activities at more than one site throughout the geographical area of the resident office.
Review contractor safety and takes appropriate actions when necessary to ensure compliance with Occupational and Safety Health Manual.
Review contract plans and specifications for the purpose of determining the amounts and strengths of construction materials involved.
Exercise authority to ensure contractors and batch-plant employees are in compliance with approved mix designs and contract specifications as they relate to
concrete, asphalt and soils.
Perform/monitor a variety of both routine and complex laboratory tests of materials and systems.
Make recommendations for adjustments in the water content or mix proportions of concrete design to achieve better workability and maintain required strength.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires Level 1 ACI (American Concrete Institute) certification at the time of application or within the first 12 months of employment.
- This position requires a valid state driver's license.
- This position requires temporary duty (TDY) Travel of up to 20% of the time.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Specialized Experience: One year of specialized experience which includes performing sampling and testing techniques for materials for construction activities throughout the geographical area; observing and monitoring contractor quality control (QC) testing to identify problems, and ensures timely corrective action; reviewing material provisions of plans and specifications; interpreting plans, specifications and recommends whether materials and test methods meet the requirements of the contract documents This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).
