The primary purpose of this position is: To serve as the Civilian Pay Technician and Deputy Disbursing Officer (DDO) within 319th Comptroller Squadron; operate the Central Disbursing System (CDS) to manage daily accountability of cash collections and disbursements.

Duties

Receives and examines complex payroll authorization documents (e.g., leave authorization forms, saving bonds and allotments, employee organization deductions, etc.), makes computations, and prepares proper forms for the pay of the full variety of civilian positions (e.g., doctors and nurses under Title 38, firefighters, teachers, etc.). Serves as the 319 RW Deputy Disbursing Officer, assuming financial responsibility and pecuniary liability for physical losses of funds as well as illegal, incorrect, improper and/or erroneous payments. Serves as the wing Agency Program Coordinator and advisor to the Comptroller Squadron Commander for Government Travel Card (GTC) program AND audits pay and leave accounts to identify and correct delinquent and/or erroneous personnel actions or time-keeping errors. Provides customer service in person or by telephone, and completes correspondence (e.g., answers written inquiries, prepares letters to obtain missing information, etc.) related to civilian pay, disbursing office, and Government Travel Card program. Develops methods and procedures to ensure the propriety of cash items such as currency, checks and documents supporting cash transactions.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a substantial body of standardized regulations, policies, forms, requirements, processes, procedures, and operations sufficient to performed assigned support duties within the squadron. Comprehensive knowledge of payroll authorization documents, forms, and time and attendance procedures and processes sufficient to examine, investigate, research, and provide feasible solutions to common problems, issues and/or concerns regarding civilian pay, leave, benefits and other common concerns related to civilian pay and leave. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-08 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of an extensive body of accounting procedures required to understand and work with an identifiable segment of an integrated double-entry accounting system including knowledge of accounting files, logs, listings, document control systems to ensure daily disbursement and collect transactions are properly accounting for, recorded, audited, and reconciled. Knowledge of a body of complicated civilian pay and leave rules, regulations, laws, allowances, and procedures; and the data system(s) used to support civilian pay actions. Knowledge of military requisitioning and billing programs and procedures to process inter-fund billing transactions. Skill in performing arithmetic computations common to a payroll function. Ability to compile, research, reconciles, and record financial data, analyze payroll records and reports, and take corrective action. Computer literacy and ability to use a computer in performing the work, however, the services of a qualified typist are not required. Ability to communicate orally and in writing and provide prompt and courteous customer service. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
