About the Position: Provides timely and responsive analyses to the Senior Army Leadership on assigned Army programs and issues. Provides guidance and oversight to Program Analysis and Evaluation (PAE) divisions for the Major Commands (MACOM) and HQDA Program Analysis and Evaluation functional staff officers to ensure all program analyses are thorough and defensible.

Duties

Ensures all Program Evaluation Groups (PEGs) program requirements are reviewed in the Program Objective Memorandum (POM), validated, programmed, and budgeted IAW Senior Army leadership's guidance and decisions. Maintains liaison with other Army staff elements and secretariat, Army commands, other services and the OSD staff to ensure that Army programming issues are coordinated and in synch with requirements. Provides independent analysis of all functional and MACOM programs through all phases of the PPBES. Provides insight and guidance based on Army leadership decisions, Defense Planning Guidance, and the National Military Strategy. Responsible for tasking and providing instructions for prompt and accurate submission of updated resource data for insertion into the PROBE database. Keeps the Army leadership informed on issues, provides audits and frequent updates for resolution of budget and program issues, and presentations to Army leadership, OSD, and Congress.

Requirements

  • Must obtain and maintain a Secret security clearance.
  • Temporary Duty (TDY) business travel may be required approximately 10% of the time.

Ensures program requirements are reviewed in the Program Objective Memorandum (POM). Supports conferences and meetings, as a subject matter expert, briefer, or lecturer on programming issues. Provides oversight or assessments during the Planning, Programming, Budgeting, and Execution System (PPBES) process to ensure resource guidance is executed. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas: Database Management SystemsTeamworkTechnical CompetenceWritten Communication GS-13 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
