You will serve as a GG-0080-13 Security Specialist at US FLEET CYBER COMMAND in Fort Meade, MD. As the Insider Threat Program Manager, you will be responsible for the implementation and execution of the command's Insider Threat program.
Duties
You will implement and execute the command's Insider Threat program, including oversight/compliance inspections on subordinate commands, reserve units, and contractor personnel.
You will utilize technical skills to develop, deliver, and implement a vision for the team that effectively meets the mission and rapidly changing environment.
You will liaise with the Department of the Navy, Department of Defense, National level, non-Department of Defense, and contractor agencies on Insider Threat security policy and procedures.
You will coordinate and conduct personnel security operations as they relate to various other intelligence community security programs, to include Sensitive Compartmented Information and Special Access Programs.
You will provide input to the command’s continuous evaluation program as part of the Personnel Security team.
You will review and integrate multiple sources of adjudicative data from across the domain including Security Access Eligibility Reports, insider threat reports, mental health evaluations, and other applicable adjudicative documents.
You will plan, review, and evaluate insider threat and security applicable policies, regulations, and procedures in order to carry out all assignments necessary to implement for U.S. Fleet Cyber Command.
Requirements

- You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.

- This position requires a periodic polygraph examination.
- This position may require a 2-year DCIPS trial period.
- Must obtain Security Professional Education Development (SPeD) Program certification/Insider Threat certification.
- Occasional travel may be required.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector, such as:
1. Implement and execute the Insider Threat program, including oversight/compliance in inspections and preparing/presenting findings both orally and in writing.
2. Coordinate and conduct personnel security operations in light of the unique security requirements, policies, and procedures relating to intelligence community security programs.
3. Provide recommendations for continued access based on risk factors displayed, robust interviews, open source information, and reported information provided by other cleared affiliates.
4. Review and evaluate security violation investigations and reporting as well as responding to adjudication determinations and requests for information.
