This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base Facilities and the Major Range and Test Facilities Base Positions to recruit and appoint qualified candidates to positions in the competitive service.

Duties
Make recommendations to correct safety and occupational health deficiencies in production operations, construction operations and at the program level.
Evaluate new or different safety trends for policy development to control or eliminate hazards to personnel and property.
Routinely review, update, and implement a full scope safety program for all installation DoD military and civilian employees to comply with federal regulations.
Investigate accidents to determine root cause(s) and recommend corrective actions to prevent recurrence.
Interpret construction regulation(s) to develop local methods and procedures for compliance.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires you to be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position is covered by the civilian drug abuse-testing program. Incumbent is required to sign a DA Form 5019, Condition of Employment for certain civilian positions identified as critical under the Drug Abuse Testing Program.
- This position is covered by the 1996 Lautenberg Amendment to the Gun Control Act of 1968. Persons convicted of a misdemeanor or felony crime of domestic violence are not eligible for the position.
- Physical examination is required. Incumbent will have to pass a pre-employment physical to meet Physical Efforts requirements, i.e., must be able to lift up to 50 lbs.
- Must possess United States Army Combat Readiness Center’s (USACRC) Professional Certificate in Safety and Occupational Health (PSCOH)
- This position is designated as MISSION ESSENTIAL.

Specialized Experience: One year of specialized experience which includes:
Assess risk to personnel and property to develop risk strategies;
Develop and recommend safety and occupational health policy to higher levels of management to mitigate potential new hazards, and
Interpret federal construction regulations to develop local procedures for compliance.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
