Organizational Location: This position is located in the Department of Homeland Security, Immigration and Customs Enforcement, Office of the Principal Legal Advisor, in Los Angeles, California, San Diego, California, and Santa Ana, California.
This is a non-bargaining unit position.
Duties
As a Mission Support Specialist, at the full performance level you will perform the following duties:
Conduct or participates in the evaluation of administrative programs, concerning the efficiency and effectiveness or program operations
Maintain a high level of analytical ability to identify issues, recommend actions and re-engineer processes
Apply a wide range of administrative programs, concepts, laws, policies, practices, and analytical diagnostic methods and techniques to address substantive matters that contain several interrelated issues
Requirements

- Probationary Period: This is a full-time permanent position (Career/Career-Conditional appointment). Upon appointment to this position, you may be required to serve a one-year probationary period.

You qualify for the GS-09 grade level if you possess one of the following:
Experience: One (1) year of specialized experience at the GS-07 grade level or equivalent performing duties that include:
Carrying out the assignments in conformance with accepted policies and practices for assigned program areas
Exercising judgement in selecting and applying available guidelines related to specific problems and issues
Communicating effectively both orally and in writing to question, explain and discuss requirements, work situations, and procedural requirements to various managers and employees
Identifying situations or issues and chooses the best approach according to established procedures and practices
OR
Education: A master's or equivalent graduate degree, or two (2) full years of progressively higher level graduate education leading to such a degree, or a LL.B/J.D., if related. Graduate level education must have been from an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work.
OR
Combination of Education and Experience: A combination of successfully completed graduate level education beyond the first full year and experience as described above that when combined meets 100% of the requirement. Graduate level education must have been from an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work.
You qualify for the GS-11 grade level if you possess one of the following:
Experience: One (1) year of specialized experience at the GS-09 grade level performing duties that include:
Monitoring and advising on a variety of administrative problems or situations (i.e. budget, personnel, travel, space, logistics)
Exercising judgement in choosing, interpreting, applying, and modifying available guidelines for adaptation to specific problems or issues
Preparing preliminary and finished reports and documents
Identifying a variety of issues and their factual relationships, analyzes relevant factors and conditions and chooses a course of action from many alternatives
OR
Education: A Ph.D. or equivalent doctoral degree, or three (3) full years of progressively higher level graduate education leading to such a degree, or a LL.M., if related. Graduate level education must have been from an accredited college or university and must demonstrate the knowledge, skills, and activities necessary to do the work.
OR
Combination of Education and Experience: A combination of successfully completed graduate education beyond the first full two years and experience as described above that when combined meets 100% of the requirement. Graduate level education must have been from an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work.
